Provincial Assembly Member Shin Min-ho Emphasizes the Need for Innovative Youth Policies
[Asia Economy Honam Reporting Headquarters Reporter Lee Jun-kyung] Shin Min-ho, a member of the Jeonnam Provincial Assembly (Democratic Party, Suncheon 6), proposed policies on the 16th during a provincial administration question session to prevent the outflow of young people and enable them to settle and live in Jeonnam.
Assemblyman Shin Min-ho pointed out, "The population of Jeonnam has dropped to 1.87 million, and we are heading toward an era of population cliff." He added, "According to population census data, as of 2019, the net outflow of the entire population of Jeollanam-do was 8,788 people, and especially the outflow of young people (in their 20s and 30s) was 9,454, the highest rate nationwide."
He emphasized, "With the employment rate of graduates in local companies being less than 5% annually, two out of three college graduates leave to find jobs in other regions." He raised his voice, saying, "Youth policies should create a 'Youth Policy Platform' that can serve as a control tower to strengthen communication among Jeonnam Province, 22 cities and counties, education offices, local economic sectors, and universities."
Furthermore, he said, "Last year, through policy proposals, I suggested revising the agricultural officer appointment exam by reducing the subjects to three specialized subjects and strengthening residency restrictions to protect local talents and recruit excellent personnel." He stressed, "We should also promote a pilot project at the regional level to implement a 'Local Talent Recruitment Target System,' which secures a certain percentage of public institution and company recruitment from local universities."
He continued, "To enable Jeonnam's youth to take root locally and attract young people from other regions, a comprehensive strategy is needed not only to provide quality jobs but also in education, culture, healthcare, and fostering pride." He urged, "Youth policies must undergo a revolutionary change to solve the imminent problems of population outflow and youth issues."
Assemblyman Shin proposed establishing new departments such as Cartoon Studies and Game Industry and securing industry-academic adjunct instructors to reform and strengthen specialized high schools linked to the region's characteristics and future vision.
