Yoo, who was elected four consecutive terms in Busan, is a representative pro-Park figure who served as the Minister of Oceans and Fisheries during the Park Geun-hye administration. In the 21st general election, he declared he would not run, saying, "I will be a catalyst for election victory and regime change." He is the older brother of Yoo Kyung-joon, a member of the People Power Party, and is considered an out-of-office candidate for the Busan mayoral by-election along with former lawmakers Lee Eon-ju, Lee Jin-bok, and Park Hyung-joon.
