Ministry of Science and ICT Designates NHN Payco as Authorized Electronic Document Intermediary
[Asia Economy Reporter Seolgina Jo] The Ministry of Science and ICT announced on the 19th that NHN PAYCO Co., Ltd. has been designated as a new certified electronic document intermediary.
Accordingly, electronic documents distributed through NHN PAYCO will be issued with distribution certificates that allow confirmation of sending/receiving and viewing date and time under the Electronic Document Act, which can be used for history verification and other purposes.
Certified electronic document intermediaries provide electronic document distribution services that allow confirmation of sending and receiving history, similar to registered mail offline. Currently, Naver, KT, KakaoPay (all mobile-based), I&Tech, Postopia, and Duzon Bizon (all PC-based) have been designated.
NHN PAYCO is the fourth mobile-based business after KakaoPay, KT, and Naver. In the future, it plans to provide document services requiring history verification for public, private, and financial institutions using the PAYCO app. Through this, user inconveniences caused by lost mail or missed payment deadlines are expected to be further reduced.
The Ministry of Science and ICT improved the system in September 2017 to allow intermediary services, which were previously limited to PC-based Shop Mail (#Mail), to operate through various means such as mobile messengers and multimedia messaging service (MMS). Since then, the volume of electronic document distribution through intermediaries has been increasing at an annual rate of over 200%.

Heo Seong-wook, Director of Information and Communication Policy at the Ministry of Science and ICT, stated, “With the designation of a new intermediary, mobile-based electronic document distribution closely related to citizens’ daily lives is expected to become more active,” and added, “We will continue various efforts so that interested businesses continuously enter the intermediary market, expanding the electronic document market and contributing to cost reduction across society and improved public convenience.”
