Bill Proposals: Democratic Party 16.5, People Power Party 10.5... Kwon Young-se, Seo Byung-soo, Kim Woong '0 Cases'

View original image[Asia Economy Reporter Park Cheol-eung] Since the 21st National Assembly, Democratic Party of Korea (DPK) lawmakers have proposed an average of 16.5 bills each, while People Power Party (PPP) lawmakers have proposed 10.5 bills each. While some lawmakers have proposed more than 90 bills, three lawmakers have not proposed any bills at all.
According to an analysis of the National Assembly Legislative Information System on the 16th, as of the 15th, 174 DPK lawmakers have collectively submitted 2,877 bills as primary sponsors (including resolutions and disciplinary motions), while 103 PPP lawmakers have proposed 1,079 bills. Due to the overwhelming number of DPK seats and an average difference of six bills per lawmaker, the total number of bills proposed by the DPK was about 2.7 times higher. This demonstrates that the "super ruling party" is effectively leading the legislative process.
The lawmaker who proposed the most bills is Jung Chun-sook of the DPK, with 91 bills. Since the 21st National Assembly term began at the end of May, this means she has introduced a bill approximately every three days. Jung, who serves as the Chair of the Gender Equality and Family Committee and is a member of the Health and Welfare Committee, mainly proposed bills related to public welfare. Among the bills she submitted last month were provisions to raise the statutory minimum sentence from five to seven years or more for those who commit sexual acts through assault or threats against children and adolescents, and measures to suspend or revoke driver's licenses if child support payments are not made.
Song Ok-joo, Chair of the Environment and Labor Committee and also a member of the DPK, recorded 86 bill proposals. Other DPK lawmakers in the top ranks include Park Yong-jin (60 bills), Jung Chung-rae (58 bills), Park Jae-ho (50 bills), Song Gap-seok (49 bills), Kang Sun-woo (47 bills), and Kim Jung-ho (45 bills).
Within the PPP, Lee Jong-sung, former Secretary General of the Korea Association of Persons with Physical Disabilities, led with 32 bills proposed, followed by Kim Ye-ji, who is visually impaired, with 30 bills. Tae Young-ho proposed 31 bills, ranking second within the PPP. Other lawmakers included Kim Sung-won (29 bills), Chu Kyung-ho (28 bills), Song Eon-seok (28 bills), Koo Ja-geun (26 bills), and Kang Ki-yoon (26 bills).
Three lawmakers?Kwon Young-se, Kim Woong, and Seo Byung-soo?have not proposed any bills, all of whom belong to the PPP. Lawmakers who proposed only one bill include DPK’s Lee Nak-yeon and Yoon Gun-young, PPP’s Kim Hee-gon, Kim Ki-hyun, Jung Chan-min, Cho Hae-jin, Shin Won-sik, and Justice Party’s Ryu Ho-jeong.

Lee Nak-yeon, leader of the DPK, proposed a bill granting immunity to responsible public officials, public institution employees, and financial institution executives to facilitate smooth disaster relief. The youngest lawmaker, Ryu Ho-jeong, proposed a revision to the Criminal Act to classify the elements of rape as cases where the other party does not consent, involving assault, threats, or coercion through deception or intimidation.
