Gwangju City Publishes Common Manual for Vehicle Registration... 'Nation's First'
Publishing Case Studies on Vehicle Registration from New Cars to Disposal for Everyone to Understand Easily
[Asia Economy Honam Reporting Headquarters Reporter Park Seon-gang] Gwangju Metropolitan City announced on the 14th that it has published the "Practical Manual for Vehicle Registration Seen Through Cases," which allows ordinary citizens to easily prepare and submit registration documents from new car registration to vehicle scrapping, and enables each autonomous district office, the registration authority, to commonly utilize it for processing registration civil petitions. This is the first such initiative nationwide.
Vehicle registration is generally possible at registration authorities nationwide, and the required documents vary depending on the applicant, such as the transferor, transferee, or agent, with additional documents sometimes required. Furthermore, some autonomous districts may request specific entries or additional documents.
Gwangju City created this practical manual to complement the complex processing procedures, present unified registration standards during the vehicle registration process, and prevent confusion in interpreting laws and guidelines at registration counters.
The completed practical manual is scheduled to be distributed within this month to each autonomous district and other cities and provinces for reference.
The vehicle registration practical manual systematically summarizes a total of 502 pages covering all aspects of vehicle registration, including relevant regulations, the vehicle management legal system, registration system, tax system, lien registration, vehicle inspection, work processing guidelines, and Q&A, to assist frontline vehicle registration officers in their duties.
Additionally, to help ordinary citizens easily register new cars, change ownership, or scrap vehicles, the manual includes 119 cases listing application methods and procedures, non-statutory forms and examples of completion, required documents, and registration fees, which will be reflected in the manual and posted on the city’s website within this month.
It is expected that once the practical manual is distributed, civil petitions such as document requests will decrease, and the registration time for waiting petitioners will be shortened.
Wi Kyung-bok, head of the Public Transportation Division and Vehicle Management Officer of the city, said, “We hope the vehicle registration practical manual will be effectively utilized by ordinary citizens and vehicle registration officers as a civil petition resolution tool, enhance the understanding of registration work among officers, and contribute to providing high-quality vehicle registration civil petition services.”

Meanwhile, as of last month, Gwangju City’s vehicle registration status includes a total of 689,000 vehicles: 574,000 passenger cars, 20,000 vans, 92,000 trucks, and 3,000 special vehicles registered.
