[Asia Economy Beijing=Special Correspondent Jo Young-shin] The Communist Party Central Committee (Central Committee), the highest authority in China, has issued regulations and instructed the Central Committee members and related departments to thoroughly implement them, according to the Chinese state-run People's Daily on the 13th.
The establishment of these regulations comes ahead of the Communist Party of China's 19th Central Committee 5th Plenary Session (19th 5th Plenum) and is expected to serve as an opportunity to further solidify the party leadership system centered on President Xi Jinping.
In the notice, the Central Committee stated, "For the long-term rule of the Communist Party and long-term national stability, it is necessary to firmly uphold the authority and centralized unified leadership of the Party Central Committee with President Xi as the core, and to maintain and complement the party leadership system."
It further emphasized that Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era should be taken as the guiding principle, and that focus should also be placed on implementing Xi's governance philosophy of 'Zhiguo Lizheng (治國理政)' (governing the country and managing state affairs).
The Central Committee urged strict adherence to the regulations to safeguard President Xi's core status in the Party Central Committee, strongly calling for upholding the 'Four Consciousnesses' and 'Four Confidences,' which are central to Xi's ideology.
The Four Consciousnesses refer to political, big-country, core, and unity consciousness, demanding absolute obedience to President Xi. The Four Confidences emphasize party members' original aspirations and confidence in the socialist path, theory, system, and culture with Chinese characteristics.

Within the Communist Party of China, one must have the qualification of Central Committee member (194 members) to enter the Central Committee Politburo (25 members), and from there, be selected to join the highest leadership body, the Standing Committee (7 members).
With the inclusion of content in these Central Committee regulations emphasizing President Xi as the core of the party and recognizing his immense power, it is being evaluated that a foundation has been laid for a single leadership system and long-term rule in the future.
