Incheon City Develops Optimal Plan for GTX-D... Simultaneous Promotion of Cheongna, Yeongjong, and Geomdan Routes
Proposal to the Ministry of Land, Infrastructure and Transport for Inclusion in the '4th National Railroad Network Construction Plan'
[Asia Economy Reporter Park Hyesook] Incheon City has attracted attention by preparing a plan to simultaneously promote the metropolitan area wide express railroad (GTX) Line D not only in Cheongna and Yeongjong but also in Geomdan.
On the 12th, the city held the 'GTX Introduction Preliminary Feasibility Study Service Report Meeting' and announced the GTX-D line promotion plan containing this content.
The route proposed by the city takes the form of a Y-shaped line starting from Incheon International Airport and Gimpo in Gyeonggi Province, merging at Bucheon, and continuing to Hanam in Gyeonggi Province. In Incheon, the line passes through Seo-gu Cheongna, Gajeong, Jakjeon-dong, and the Geomdan and Gyeyang areas.
The total length is 110.27 km, with 18 stations in total, and the total project cost is estimated at 10.0781 trillion won.
According to the service results, when the Incheon Airport-bound and Geomdan-Gimpo-bound lines are constructed simultaneously, the B/C (Benefit-Cost) ratio is 1.03, showing higher economic feasibility than implementing the two lines separately.
With the opening of the GTX-D line, it will be possible to travel between Incheon International Airport, Geomdan, and the east-west areas of the metropolitan area such as Hanam within one hour, and it will connect to southern Seoul within 30 minutes, significantly reducing commuting time for citizens.
The travel time from Incheon Airport to Samseong Station is expected to be reduced from 120 minutes to 45 minutes, and from Geomdan to Hanam from 165 minutes to 39 minutes.
Incheon City plans to propose to the Ministry of Land, Infrastructure and Transport to have this line reflected in the '4th National Railroad Network Construction Plan (2021?2030)' scheduled to be finalized in the first half of next year.
The GTX-D project was first mentioned during the announcement of the 'Metropolitan Transportation 2030' vision by the Ministry of Land, Infrastructure and Transport's Metropolitan Transportation Committee in October last year, after which the three metropolitan cities and provinces of Seoul, Incheon, and Gyeonggi Province entered the competition to attract the project.
In Incheon, there was controversy and conflict among residents of Geomdan and Cheongna areas as it was suspected that the city had pre-decided the GTX-D line (Gimpo~Geomdan direction).

Mayor Park Namchun of Incheon said, "At the early stage of the Metropolitan Transportation Committee's announcement, competition and conflicts between regions over attracting the GTX-D line were deep, but the optimal plan to simultaneously implement the Incheon International Airport and Geomdan-Gimpo routes has emerged," adding, "Let us work together with citizens and political circles to ensure it is reflected in the 4th National Railroad Network Construction Plan."
