Police Produced 1,041 Documents for Reporting to Cheongwadae and Others Last Year

On the 7th, Lee Eun-joo, a Justice Party lawmaker of the National Assembly's Public Administration and Security Committee, and the People's Solidarity for Participatory Democracy's Administrative Monitoring Center announced that this was the result of analyzing the Police Agency's '2020 Performance Management Implementation Plan' and the Police University Crime Policy Research Institute's 'Information Police Organization Diagnosis and Job Analysis' data.
According to Rep. Lee and others, the 'external dissemination policy reference materials' produced by the intelligence police last year for reporting to BH (Blue House) and the Prime Minister's Office totaled 1,041 cases, and the police set an even higher target this year compared to last year. The police assigned 20% to performance indicators related to collecting crime intelligence and policy reference materials, setting a target score of 2,430 points this year. Considering that one report written is awarded one point, and only reports written in one page or more and delivered in writing are included in the evaluation, this means the goal for this year is to produce 2,430 internal and external dissemination reports.
The police stated the basis for calculating the target as "setting it at 115.7% or more of the sum of last year's 1,041 external dissemination policy reference materials and 1,054 internal dissemination reports." Rep. Lee pointed out that this data shows that the main task of the intelligence police is not "collecting and producing information related to crimes" but "producing policy reports for reporting to the Blue House, etc."
In particular, according to the 'Information Police Organization Diagnosis and Job Analysis' data conducted by the Crime Policy Research Institute in 2019, policy report writing accounted for the largest proportion, 39.3%, of the internal office work of the Police Agency's Intelligence Division 2, which is mainly responsible for information collection and production. Crime policy-related materials accounted for about 25%.

Rep. Lee said, "Although more than 1,000 materials are reported to the Blue House and others annually, proper management and supervision are not being conducted regarding what materials were collected and produced, how many, to whom they were reported, and how they were utilized," adding, "Given that the Blue House is exclusively supplied with information from the intelligence police, there is doubt whether intelligence police reform will be properly implemented."
