Joo Ho-young "Amendment of Labor Relations Act Requires Ruling Power's Decision... Currently Searching for Candidate for Recommendation Committee of Corruption Investigation Office Chief"
[Asia Economy Reporter Lee Ji-eun] Joo Ho-young, the floor leader of the People Power Party, raised his voice saying that a decisive decision by the ruling power is necessary regarding the 'amendment of labor relations law' mentioned by Kim Jong-in, the party's emergency committee chairman. He also stated that one member of the High-ranking Officials' Crime Investigation Office (PCC) recommendation committee has already been appointed, and they are currently searching for the remaining member.
In an interview with MBC Radio's 'Kim Jong-bae's Focus' on the 6th, Floor Leader Joo said, "(The Democratic Party) has regarded the labor sector as their friendly force and has so far played a role in supporting and protecting the labor sector's position, but doing so does not help at all in revitalizing our country's economy."
He added, "The Democratic Party talks about revitalizing the economy whenever there is an opportunity, but many experts point out that the economy cannot be revived without increasing labor flexibility," and said, "I believe this is a point where a decisive decision by the ruling power is necessary."
Earlier, Chairman Kim raised his voice about the need to amend the fair economy three laws along with the labor-management relations law and labor relations law. Regarding this, Floor Leader Joo said, "(Chairman Kim) holds the belief that increasing corporate transparency and reducing owner risk enhances corporate competitiveness and helps revive our economy," and added, "He has always said that measures to increase labor flexibility should be taken along with measures to increase corporate transparency."
However, while Chairman Kim expressed a negative stance on handling the amendment of the labor relations law and the fair economy three laws together, Floor Leader Joo said, "If the Democratic Party says they will accept one (the fair economy three laws) but not the other (the labor relations law), how to respond is an issue that our floor leadership team also needs to consider," and expressed the view that 'one-shot processing' is desirable.
He also revealed that the selection process for candidates for the PCC chief recommendation committee is underway. Floor Leader Joo said, "Basically, our position is that this law is unconstitutional in terms of the procedure and content during the passage process, and since an unconstitutionality review has been requested, we want to wait for the conclusion a bit," adding, "The Democratic Party's stance is to proceed before the conclusion and then decide what to do after, but it is not desirable to establish a national institution that can be unstable and subject to rulings."
He said, "They keep arguing that the law exists and the implementation period has passed, but they are ignoring the presidential special inspector and the North Korean human rights ambassador, which have been in place for four years, while making a fuss over something that happened three months ago," and added, "Our basic position is to wait for the Constitutional Court's ruling, but in preparation for the Democratic Party pushing forward, we are at the stage of searching for candidates. Two people are to be recommended, and about one person is already somewhat agreed upon."
Currently, one person has been internally selected, and the other is still being sought. Floor Leader Joo said, "We are still looking," and added, "It is difficult because people who we think would be upright and do well keep declining."

Regarding Floor Leader Joo's disclosure of the '762 rifle shooting' by North Korean troops, he explained, "I have never directly heard from the Ministry of National Defense about the origin or that 762 (rifle), I have not heard anything from the Ministry of National Defense and only heard it secondhand. Especially in the case of the 762 (rifle), it was already reported in the media before I made the statement, and Representative Han Ki-ho of the People Power Party posted it on Facebook two days ago, and after that, the Blue House even briefed reporters,"
