Domestic Violence Offenders Increased from 38,000 in 2017 to 50,000 in 2019
74.5% of Victims Are Women, 12,000 Households at Risk of Recurrence

Lee Hyung-seok, a member of the National Assembly's Administration and Security Committee from the Democratic Party of Korea (Gwangju Buk-gu Eul), announced on the 2nd that 74.5% of the victims of such domestic violence offenders were women, highlighting the urgent need for measures to address domestic violence issues.
According to the analysis of domestic violence offender status data submitted by the National Police Agency to Assemblyman Lee Hyung-seok, 154,516 victims, accounting for 74.5% of the victims over the past five years since 2015, were women.
Additionally, it was found that victims of domestic violence crimes aged 60 and over reached 20,000. Along with domestic violence against those in their 20s and younger, this number has shown a steady increasing trend.
The number of domestic violence offenders decreased from 47,543 in 2015 to the 38,000 range in 2017 but surged again to 59,472 in 2019.
Among the total 249,366 apprehended domestic violence offenders, only 2,334 were detained, with non-detention accounting for 99% of the total. Despite the high number of apprehended offenders, only 1% were detained.
Meanwhile, as of June, the number of households under police management due to concerns about domestic violence recurrence was 12,751, of which 5,176 households were classified as high-risk A grade. By region, southern Gyeonggi had the highest number with 3,715 households, followed by Seoul, northern Gyeonggi, Incheon, and Daegu, confirming these areas have many households at risk of domestic violence recurrence.

Assemblyman Lee Hyung-seok stated, “With an average annual occurrence of more than 41,454 cases of family violence, the value of ‘family’ in our society is being bruised,” adding, “Considering the sharp increase last year, the government and local governments need to consider preventive measures and victim protection plans.”
