According to Daejeon City and the Daejeon Metropolitan Police Agency on the 1st, two conservative groups filed assembly reports on the 3rd for a drive-through style gathering moving between the World Cup Stadium (Yuseong) and Chungmu Gymnasium (Jung-gu) in Daejeon.
The city expressed concern, judging that these groups are cleverly trying to circumvent the law prohibiting outdoor assemblies of more than 100 people and forcibly proceed with the assembly.
It also emphasized that if the National Foundation Day assembly is forcibly held, the Daejeon Police Agency will conduct joint on-site inspections to investigate compliance with the assembly report and quarantine rules, and will immediately take legal action if violations are found.
In particular, if additional confirmed cases of COVID-19 occur due to this assembly, threatening the safety of citizens, the city plans to claim compensation rights including treatment costs and damages.
The Daejeon Police Agency also decided to respond to the National Foundation Day assembly. After receiving the assembly reports from the conservative groups, the Daejeon Police Agency held a countermeasure meeting with six police stations and decided to respond under a zero-tolerance policy.

A city official said, “We request the assembly groups to withdraw the assembly that threatens citizens' safety during the severe COVID-19 situation,” adding, “Nevertheless, if the assembly is forcibly held and violations of infectious disease rules are detected, strong administrative measures such as legal action will be taken.”
