He added, "If so, first and foremost, publicly apologize directly to the victim, the bereaved families, and the people of the Republic of Korea."
On the same day, Governor Won stated on Facebook, "I read the notification from North Korea sent to the Blue House," and said, "No matter what excuses are made, the essence of the tragedy is that an unarmed civilian floating on the sea was neither rescued nor spared but was shot and burned."
Governor Won demanded, "Punish all those responsible in the chain of command," and said, "If only the floating debris was burned, then locate and hand over the bodies within North Korean territorial waters."
He also said, "Publicly promise that such atrocities will never happen again, and provide compensation for the damages."
