Unusual Mention of 'FFVD' Under President Trump
US Energy Secretary Also Emphasizes North Korea's FFVD
[Asia Economy Reporter Lim Cheol-young] U.S. President Donald Trump mentioned that efforts toward the "Final, Fully Verified Denuclearization" (FFVD) of North Korea must continue.
On the 21st (local time), President Trump delivered this message on the occasion of the International Atomic Energy Agency (IAEA) General Conference, emphasizing that "the entire world must maintain and strengthen the nuclear non-proliferation regime." He also identified Iran and North Korea as countries that need to be addressed.
Regarding North Korea, President Trump stated, "We must continuously work toward North Korea's FFVD," and about Iran, he said, "We must ensure compliance with the commitments under the Nuclear Non-Proliferation Treaty (NPT) and the Safeguard Agreement."
It is considered unusual that President Trump directly mentioned FFVD on this occasion. Until now, the U.S. has aimed for "Complete, Verifiable, and Irreversible Dismantlement" (CVID). Although the term FFVD has been used in statements by U.S. officials or press releases, it is rare for it to appear in a message directly from President Trump. North Korea has shown strong resistance to CVID since the first North Korea-U.S. summit in Singapore in June 2018.
President Trump's recent mention of North Korea's FFVD is interpreted as a measure to manage the situation on the Korean Peninsula. There are concerns that North Korea may unveil new weapons or conduct test launches of submarine-launched ballistic missiles (SLBMs) around July 10, the 75th anniversary of the founding of the Workers' Party of Korea.

Meanwhile, U.S. Energy Secretary Dan Brouillette also referred to North Korea's FFVD. In a virtual speech that day, he said, "The United States is committed to addressing the threats posed by the nuclear programs of both North Korea and Iran," adding, "We are prepared to make progress toward North Korea's FFVD." He further urged North Korea to engage in negotiations toward the FFVD goal, stating that this would ensure a brighter future for the North Korean people.
