Jeon Nam Provincial Assembly Member Lee Hye-ja Urges Improvement of 'Agricultural Crop Disaster Insurance System Blind Spots'
[Asia Economy Honam Reporting Headquarters Reporter Lee Jun-kyung] The Jeonnam Provincial Council announced on the 21st that Assemblywoman Lee Hye-ja (Democratic Party of Korea, Muan 1) pointed out the blind spots in the current crop disaster insurance system and strongly urged the government and the National Assembly to expand the "crop disaster insurance target items and project areas."
Assemblywoman Lee Hye-ja demanded, "To improve the problems of the current crop disaster insurance system, promote agricultural disaster insurance policies suitable for agricultural sites and regional realities, and expand the designation of Jeonnam's autumn cabbage and cabbage as insured target items and project areas."
Crop disaster insurance is a policy insurance implemented since 2001 to support stable production activities in preparation for natural disasters, operating with 67 items. However, the insurance target items available for subscription by farms in Jeonnam are very limited.
In particular, among the target items, cabbage is limited to highland cabbage and winter cabbage, and in the case of cabbage, the applicable area is limited to Jeju Island, which requires improvement.
According to Statistics Korea (2019 data), the cultivation area of autumn cabbage in Jeonnam was 2,666 hectares (24.3%), the largest area nationwide, and cabbage was the second largest cultivation area nationwide (1,974 hectares (28.2%)) following Jeju Island.
Despite Jeonnam's autumn cabbage and cabbage being representative major production areas nationwide, they are not included in the crop disaster insurance subscription target items, causing cultivating farmers to express difficulties in unstable agricultural management.
Assemblywoman Lee Hye-ja pointed out, "This year, record-breaking monsoons, floods, and successive typhoons caused crop disaster damage. Nevertheless, autumn cabbage and cabbage are not included in the crop disaster insurance subscription target items, so there is no opportunity to receive insurance benefits, threatening not only economic losses but also the right to livelihood."

She added, "With abnormal climate making natural disaster prevention more difficult, the role of agricultural disaster insurance is urgent and important at this time," and "We expect a solid and meticulous policy insurance reflecting agricultural sites and regional realities."
