Ministry of Environment to Hold Online Public Hearing on 'Greenhouse Gas Emission Allowance Allocation Plan' on the 15th
[Asia Economy Reporter Kim Bo-kyung] The Ministry of Environment will hold an online public hearing from 2 p.m. on the 15th to gather opinions from stakeholders and the public regarding the '3rd Plan Period (2021?2025) National Greenhouse Gas Emission Allowance Allocation Plan.'
Considering the COVID-19 situation, this public hearing will be broadcast live through online channels (Ministry of Environment YouTube). Moderated by Professor Yoo Seung-jik of Sookmyung Women's University, experts from various fields including industry and academia will discuss the allocation of greenhouse gas emission allowances over the five-year period and present comprehensive criteria.
Greenhouse gas emission allowances are allocated to companies whose average annual emissions exceed the legal threshold. The allocation targets are classified into six sectors (power generation, industry, buildings, transportation, waste, public and others) and 69 industries.
The allowable emissions volume for the 3rd plan is 611 million tons, calculated based on the national emission target according to the 'Basic Roadmap for Achieving the 2030 National Greenhouse Gas Reduction Goal.'
In the 3rd plan, the proportion of companies subject to the emissions trading system among the national emission target increased by 3.4 percentage points from 70.1% in the 2nd plan to 73.5%, resulting in an increase in the total allowable emissions volume.
Additionally, to encourage greenhouse gas reduction, the application of an allocation method based on emission efficiency standards favorable to companies with workplaces, processes, or facilities with good emission efficiency has been expanded to 60%, 10 percentage points higher than the 50% in the 2nd plan.
While paid allocation is the principle, industries eligible for full free allocation of emission allowances will also be selected considering the burden level on companies.
The Ministry of Environment plans to finalize the '3rd Plan Period National Emission Allowance Allocation Plan' by reflecting valid opinions presented during the public hearing, and confirm it within this month after deliberation by the Allocation Committee.
Opinions on the 3rd plan can be submitted via real-time comments on the online channel during the public hearing or by email for three days starting from the 15th.

Jang I-jae, Director of the Climate Economy Division at the Ministry of Environment, said, "The allocation plan serves as an important standard for managing greenhouse gas emissions of companies subject to the emissions trading system. We will carefully review the opinions raised through this public hearing to establish a plan that efficiently achieves the national greenhouse gas reduction goals."
