KT, National Council Unveils 'Mobile Non-Face-to-Face Administrative Service'
[Asia Economy Reporter Koo Chae-eun] KT and the Korea Association of Mayors, Governors and District Heads signed a memorandum of understanding (MOU) on the 10th to innovate non-face-to-face public services.
Through this agreement, KT and the Association will take the lead in introducing paperless solutions in the field of local government public services, including civil complaint services and electronic notifications for various taxes. This will enable efficient establishment and operation of non-face-to-face services, reduce budgets, and contribute to improving the convenience of citizens' lives.
The Association is an organization consisting of 228 heads of basic local governments nationwide, performing tasks related to autonomy and decentralization, as well as intergovernmental cooperation and coordination. In March, KT launched the blockchain-based integrated electronic document platform service ‘KT Paperless.’ Since its launch, 250 customers including NH Nonghyup Life Insurance have been using the service.

KT will provide various Paperless solutions and technical support to the Association. The Association will select pilot local governments and conduct pilot projects targeting residents by the end of the year to verify the effectiveness of the project and convenience for the public. Yoon Dong-sik, Head of KT Cloud/DX Business Division (Executive Vice President), said, “Through KT’s ICT capabilities, we will contribute to the activation of paperless civil complaint services and innovation in non-face-to-face administration,” adding, “With a customer-oriented mindset, we will closely cooperate with the Association to spread efficient local administration and public services.”
