[Asia Economy Reporter Song Seung-yoon] A civic group has called for a complete revision of the amendments to the Police Act and Police Officers Act, which separate only the administrative duties without separating the autonomous police organization from the national police, stating that it "contradicts the direction of police reform aimed at decentralizing the power of law enforcement agencies."
The Citizens' Coalition for Economic Justice (CCEJ) issued a statement on the 8th, saying, "The proposed bill is far removed from the original purpose of introducing autonomous police, which is to decentralize the authority of the national police and provide community-based police services," and added, "The ruling party and government claim that the reason for not decentralizing the organization is budget reduction, but this is a poor excuse that does not consider savings through downsizing the national police."
CCEJ stated, "This direction could lead to reform failure and institutional distortion, resulting in side effects such as security gaps and human rights violations," and emphasized, "CCEJ expresses concern about the issues in the autonomous police plan being promoted by the ruling party, government, and Blue House, and strongly urges a full reconsideration of the current proposal."
CCEJ argued that to decentralize the overgrown police power, the autonomous police organization must be separated and newly established from the national police, and personnel responsible for administrative duties should be boldly transferred.
CCEJ stressed, "To achieve the original purpose of introducing autonomous police?decentralization of police power and provision of community-based police services?the organization must be separated into national police and autonomous police, and the administrative duties must be fully transferred to the autonomous police," adding, "If the current ruling party and government proposal, which leaves the name only as autonomous police, passes, there is serious concern about the overgrowth of police power and security gaps."
