Changwon City Prepares 712.1 Billion KRW Second Supplementary Budget
Priority Focus on Job Projects and Strengthening Infectious Disease Prevention Systems
[Asia Economy Yeongnam Reporting Headquarters Reporter Hwang Choi Hyun-joo] Changwon City in Gyeongnam submitted a supplementary budget plan worth 712.1 billion KRW to the city council on the 7th to stabilize citizens' lives and revitalize the local economy.
The scale of the 2nd supplementary budget is 4.2919 trillion KRW, which is a 19.89% increase compared to the original budget of 3.5798 trillion KRW.
The general account is 464.7 billion KRW, and the special account is 247.4 billion KRW. This includes 267 billion KRW in government emergency disaster relief funds, classified as a pre-establishment budget allocated for priority use before the supplementary budget is established after budget formulation.
On the expenditure side, city funds were first reflected for national and provincial subsidies such as the government supplementary budget, statutory and mandatory expenses due to organizational restructuring, and the budget was focused on job projects to proactively respond to the prolonged COVID-19 pandemic, strengthening infectious disease prevention systems, and local economic revitalization projects.
First, as core policy implementation projects such as the Korean New Deal, 700 million KRW will be invested in the public building green remodeling project, 300 million KRW in the disaster risk early warning system maintenance project, 26 billion KRW in electric and hydrogen vehicle purchase support projects, and 300 million KRW in the smart flood management system construction.
Additionally, 900 million KRW was allocated for the installation of respiratory specialty clinics to strengthen infectious disease prevention systems, 2.4 billion KRW for vaccination project expenses, 9.1 billion KRW for the issuance of Nubideon (Changwon Love Gift Certificates) to revitalize the local economy and create jobs, 14.5 billion KRW for the Hope Work Support Project targeting vulnerable groups and the unemployed, 4.2 billion KRW for the employment stability proactive response package support project, and 1.7 billion KRW for self-support work projects.
Finally, urgent current issues and citizen convenience facility projects were also reflected, including 43 billion KRW for compensation for park facilities under the sunset system, 1 billion KRW for the construction of a public library in Buk-myeon area, 3 billion KRW for the installation of specialized training facilities, 4 billion KRW for infrastructure development of Gusan Marine Tourism Complex, 2 billion KRW for Yeoja District urban development project, 900 million KRW for maintenance of old facilities in Anmin Tunnel, and 16.04 billion KRW for compensation costs such as Sahwa Park.

Changwon Mayor Heo Seong-mu said, “This supplementary budget was formulated with a focus on local economic revitalization and citizen-experienced projects to proactively respond to the prolonged COVID-19 pandemic,” and added, “In the second half of the year, we will do our best to stimulate the economy through active execution based on this.”
