Why Did Gangseo-gu, Seoul Conduct a Simulation Drill to Prepare for Unusual Civil Complaints?
On the 20th, an Emergency Response Task Force was Formed for Rapid Response Training in Emergency Situations
[Asia Economy Reporter Jong-il Park] Gangseo-gu, Seoul (District Mayor Noh Hyun-song) will conduct a mock drill on the 20th at the first-floor civil service office to prepare for unusual civil complaints.
Last year, there was an incident in the district where a civil servant visiting a home was threatened with a weapon by a complainant, who then continuously harassed the civil service office. Civil servants handling complaints are exposed to unusual complaints such as verbal abuse and physical assault.
This drill is being conducted to appropriately respond to such unusual complaints, prevent damage in advance, and create a safe environment in the civil service office.
The mock drill simulates a situation where a complainant verbally abuses and physically assaults the responsible civil servant.
The district formed dedicated teams?▲Response Team ▲Reporting Team ▲Rescue Team ▲Evacuation Team?based on the Ministry of the Interior and Safety's "Guidelines for Public Officials Handling Civil Complaints" to respond appropriately to emergency situations.
Each dedicated team performs its role according to the situation, such as responding to complainants, reporting problems, restraining complainants, and protecting affected civil servants.
The drill will be conducted in cooperation with the Gangseo Police Station, checking the proper operation of the emergency bell connected to the police station and the prompt dispatch of officers.
Additionally, the drill will practice quickly protecting affected civil servants in case of assault and evacuating other complainants to prevent further harm.
Along with the mock drill, the district conducts annual civil complaint response training to strengthen complaint handling capabilities, and operates expert psychological counseling services and psychological healing programs to protect employees suffering psychological distress from special complaints.
District Mayor Noh Hyun-song said, “Unusual complaints occur every year in the district, causing difficulties such as employees needing counseling,” and added, “Through the mock drill, we will learn how to wisely handle unusual complaints and create a safe environment for both complainants and civil servants.”
