Full Suspension of Public Facility Operations Except Emergency Care... Strengthened Administrative Order Mandating Mask Wearing for Users and Workers of Multi-Use Facilities
[Asia Economy Reporter Jong-il Park] Gwangjin-gu (Mayor Kim Seon-gap) has prepared a stronger “Gwangjin-type Social Distancing Level 2” response plan following the elevation of “social distancing” to Level 2 in Seoul and Gyeonggi areas starting from the 16th.
First, the district has completely suspended the operation of indoor public facilities such as cultural and sports facilities and libraries, which were previously operated on a small scale, in accordance with COVID-19 quarantine standards.
This measure is stronger than the government’s Level 2 social distancing measure that limits public facility users to 50%, and it is intended as a proactive response to ensure the safety of residents. However, in the case of social welfare facilities, emergency care and non-face-to-face programs will be operated on a limited basis to minimize welfare blind spots.
Since July 1, the district has been enforcing an administrative order mandating mask-wearing for approximately 9,000 users and workers of multi-use facilities.
To strengthen this, restaurants in the area will receive warnings and public announcements if violations such as not wearing masks are detected. If quarantine rules are not followed even after administrative guidance, strong measures such as prosecution will be taken.
Additionally, “Gwangjin-type Safe Restaurants” that comply with social distancing quarantine guidelines will be supported with quarantine supplies and transparent partitions to encourage the expansion of designated establishments.
The district plans to recommend refraining from gatherings through monitoring private sector meetings and events, and will implement administrative orders if quarantine rules are not followed.
Furthermore, continuous inspections will be conducted on high-risk and multi-use facilities to ensure compliance with quarantine rules, and quarantine rules for entertainment facilities will be strengthened.
Accordingly, the number of users in clubs, emotional pubs, and colatecs will be limited to one person per 4㎡, and movement within and between facilities will be restricted.
Along with this, 12 types of core quarantine mandatory facilities, including academies, arcades, restaurants larger than 150㎡, water parks, and religious facilities, will be required to keep visitor logs, ensure mask-wearing by business owners, workers, and users, and maintain a 2m (minimum 1m) distance between users inside the facilities.
The district will temporarily ban visits to nursing hospitals and plans to request cooperation so that residents themselves follow quarantine rules and establish a one-person quarantine management system.
