View original image[Asia Economy Reporter Moon Chaeseok] Lee Gangseop, the newly appointed Commissioner of the Ministry of Government Legislation, emphasized in his inaugural speech the need to strive to smoothly promote national tasks through proactive administration and regulatory reform.
At the inauguration ceremony on the 18th, Commissioner Lee said, "We must actively support the smooth promotion of national tasks," adding, "We should ensure that perfect legislation is prepared through close consultation with related ministries."
He stated, "It is easy to point out problems and criticize, but it should not end there," and added, "We must be able to propose alternatives through sufficient discussion and debate with ministries."
Commissioner Lee emphasized efforts for proactive administration and regulatory reform. He urged, "To enable ministries executing policies and frontline public officials to actively carry out administration, unreasonable regulations from the public’s perspective must be reformed, and active legal interpretation, opinion submission, and legal review should be conducted promptly."
He continued, "We must provide high-quality legislative support services," adding, "We need to consider what our clients?the ministries, local government officials, and the public?require and listen carefully to their voices."
He mentioned the need to possess high expertise. Commissioner Lee said, "The Ministry of Government Legislation is the only ministry stipulated in the Government Organization Act that is described as 'professional' in its duties, recognizing its high level of expertise in roles and functions," and added, "As you know, the President has also listed the Ministry of Government Legislation alongside the Supreme Court and the Constitutional Court, evaluating it as the top authoritative interpretation institution within the government."
He said, "The Ministry of Government Legislation is an organization that, although not large in size, gathers excellent talents whose capabilities are the best, not inferior to any other ministry within the government," and emphasized, "At the point when the Moon Jae-in administration enters its fourth year, all members of the Ministry of Government Legislation must once again tighten their shoelaces and strive harder for the nation's vision of a country for the people and a just Republic of Korea."

Commissioner Lee was born in 1964, graduated from Yangjeong High School in Seoul and Yonsei University with a degree in Business Administration, earned a master's degree in Public Administration from Seoul National University, and a doctorate in law from Syracuse University in the United States. He entered public service through the 31st Administrative Examination and has served as Director of the Social and Cultural Legislation Bureau, Director of the Economic Legislation Bureau, Director of the Legal Interpretation Bureau, and Deputy Commissioner at the Ministry of Government Legislation.
