President Moon Jae-in appoints Jeong Man-ho, former Gangwon Province Deputy Governor, as Chief of Public Communication... Yoon Chang-ryeol from Wonju named new Senior Secretary for Social Affairs
[Asia Economy Reporter Ryu Jeong-min] President Moon Jae-in appointed individuals with strong ties to Gangwon Province in the additional personnel reshuffle of senior secretaries at the Blue House. Jeong Man-ho, a former journalist and former Deputy Governor of Gangwon Province for Economic Affairs, was appointed as the Senior Secretary for Public Communication. Yoon Chang-ryeol, Senior Executive Officer of the Office for Government Policy Coordination from Wonju, Gangwon Province, was appointed as the Senior Secretary for Social Affairs.
Blue House spokesperson Kang Min-seok announced the follow-up personnel results for the senior secretaries on the 12th. Spokesperson Kang said, "The new senior secretaries are scheduled to be appointed as of the 13th."
Both Senior Secretary Jeong and Senior Secretary Yoon were evaluated as 'unexpected figures' to be selected. Although their names had been mentioned in personnel rumors related to the Blue House senior secretaries, they were not considered strong candidates.
Senior Secretary Jeong was born in 1958 and graduated from Han Young High School in Seoul, majored in Economics at Korea University, and earned a master's degree in Public Administration from Myongji University. He is a former journalist who served as the Economic, Social, and International Department Chief at the Korea Economic Daily. He also served as Policy Situation Secretary and Protocol Secretary at the Blue House during the Roh Moo-hyun administration and was the head of the Media Division at KT Corporation.
Previously, Gangwon Province Governor Choi Moon-soon appointed him as Deputy Governor for Economic Affairs. Senior Secretary Jeong ran as the Democratic Party candidate in the 21st general election in April for the Gangwon Chuncheon-Cheorwon-Hwacheon-Yanggu constituency, achieving 46.4% of the vote, showing a strong performance but ultimately did not realize his dream of becoming a member of the National Assembly.
Spokesperson Kang said, "Senior Secretary Jeong is a former journalist with a high understanding of politics and economics and is recognized for his excellent communication skills both domestically and internationally," adding, "He is expected to convey the state of government operations to the public in an easy and accurate manner, thereby expanding consensus on policy effectiveness." Jeong's diverse experience in media, the Blue House, corporations, and politics appears to be the background for his selection in this personnel reshuffle.
It is also noteworthy that Senior Secretary Jeong has a connection with Democratic Party lawmaker Lee Kwang-jae, who served as Governor of Gangwon Province, having worked together at the Blue House during the Roh Moo-hyun administration. The fact that individuals with ties to Lee and Gangwon Province were appointed in this reshuffle is one of the key points to watch.
Born in 1967, Senior Secretary Yoon graduated from Daeseong High School in Wonju, Gangwon Province, which is the constituency of lawmaker Lee. He majored in Diplomacy at Seoul National University and earned a master's degree in Public Administration from American University in the United States. Yoon, who passed the 34th Administrative Examination, has extensive experience in public service, having recently served as Director of Government Policy Coordination, Director of Social Coordination, Manager of National Agenda Management, and Director of Education, Culture, and Women's Policy at the Office for Government Policy Coordination.
Spokesperson Kang evaluated, "Senior Secretary Yoon has a balanced perspective on overall government affairs and excels in coordination and policy capabilities in welfare, education, culture, environment, women, and social sectors." Yoon is under the Policy Office (headed by Kim Sang-jo), not the Presidential Secretariat (headed by Noh Young-min), which he resigned from on the 7th. He will take over as the successor to Social Senior Secretary Kim Yeon-myung.
Meanwhile, it is known that the Blue House reviewed the multi-home ownership status during the senior secretary appointment process. This trend is reflected in a series of public official personnel results, including those at the Blue House. The three senior secretaries previously announced, including Chief Political Secretary Choi Jae-sung, are either single-home owners or non-homeowners.
Senior Secretaries Jeong and Yoon each owned two houses but are reported to have recently signed a sales contract for one of them. A key Blue House official explained, "One house is under a sales contract and is in the process of being disposed of," adding, "They can be considered as effectively single-home owners."

The Blue House remains tight-lipped about whether Chief of Staff Noh Young-min, whose replacement has attracted attention, will be changed. Among the senior secretaries who have submitted their resignations, Noh and Chief Secretary for Personnel Kim Oe-sook remain. A key Blue House official said, "Additional personnel matters are related to the president's personnel authority, so it is difficult to respond."
