Request for Investigation into Allegations of Monetary Transactions Related to Unfair Hiring
[Asia Economy Reporter Hyunju Lee] A total of 30 cases of violations related to recruitment, such as unfairly awarding additional points or not complying with recruitment procedures, were detected in public institutions under the Ministry of Education.
The Ministry of Education announced the results of the "2019 Recruitment Status Survey of Public Institutions and Public Service-Related Organizations" on the 10th.
According to the report, violations were found in 20 out of 24 institutions, including 16 public institutions and 8 public service-related organizations. The cases included 6 instances of unfair (erroneous) awarding of additional points, 17 cases of non-compliance with recruitment procedures, 2 cases of hiring candidates who did not meet qualification requirements, and 5 other cases such as insufficient recruitment regulations, totaling 30 cases.
Specifically, it was revealed that the Korea Council for University Education included applicants without a master's degree in the evaluation pool and selected them as final successful candidates. As a result, all four applicants holding a master's degree were rejected. The Ministry of Education explained, "The hired employee was known to the recruitment officers who participated in the evaluation as someone who had worked at the Council for University Education," and added, "We have requested a police investigation to determine whether there was any financial transaction between the hired employee and the recruitment officers." The related person who was unfairly hired was disqualified, and measures were taken to prepare remedies for those who were rejected.
Gangneung-Wonju National University Dental Hospital and Kangwon National University Hospital awarded a 5% additional point to the second-ranked candidate in an evaluation for a single position, resulting in their final selection as the successful candidate. In recruitments where the number of positions to be filled is three or fewer, additional employment support points cannot be awarded to prevent excessive score gaps among applicants. The Ministry of Education imposed severe disciplinary actions on two personnel related to the recruitment at Gangneung-Wonju National University Dental Hospital and demanded that measures be prepared to remedy the rejected candidates. Kangwon National University Hospital was also required to impose light disciplinary actions on three personnel.
At the Korea Environmental Education Protection Agency, two individuals received severe disciplinary actions, including suspension, for failing to conduct an open competition when hiring a psychiatrist who had previously worked with the deputy director at the Youth Mobile Counseling Center.

Deputy Prime Minister and Minister of Education Yoo Eun-hye stated, "We will respond strictly with a zero-tolerance policy toward recruitment misconduct in the public sector," and added, "We will promptly provide remedies to victims and continue efforts to eradicate recruitment violations."
