Opposition Economic Expert Yoon Hee-sook: "The Lease 3 Laws Are a Lowly Divide-and-Rule Tactic... The Jeonse System Will Disappear"
[Asia Economy Reporter Lee Ji-eun] Yoon Hee-sook, a member of the Future United Party's Economic Innovation Committee, predicted the disappearance of the Jeonse system, calling the Three Lease Laws "a lowly political tactic to divide the people."
On the 30th, Yoon said on Facebook, "With the passage of the amendment to the Housing Lease Protection Act at the Legislation and Judiciary Committee yesterday, all three lease laws have passed the standing committee."
She pointed out, "The part that clearly shows the lawmakers' intentions is the retroactive application. It is intended to gain favor with current tenants and convert that into votes in the upcoming election," adding, "when a landlord evicts a tenant claiming to move in personally but then rents to another tenant, the tenant can claim damages, and even without proving actual damages, the law recognizes a set amount as damages."
Yoon said, "As an economist, I am filled with anger at the ignorance and shamelessness of those who made such absurd laws, but politically, since it is a self-inflicted wound by the ruling party, there is no need to get angry," foreseeing the demise of the Jeonse system.
She criticized, "The Jeonse system, a unique institution in our country, was slowly shrinking in this low-interest era, but this law has caused it to disappear at an extremely rapid pace," adding, "The lawmakers think tenants are their voter base, so landlords do not particularly need to be protected as our citizens."
Yoon questioned, "Putting aside the ethics of such calculations, is this calculation even correct? I am both a landlord and a tenant myself," and pointed out, "History has consistently proven that the most effective means to destroy cities are bombing and rent control."
She criticized, "If the intention to strengthen tenant protection by allowing the extension of Jeonse contracts were genuine, there would need to be deep consideration to avoid shocking the market and leaving tenants with nowhere to go, but this law is inflammatory," adding, "it declares landlords as enemies and tenants as friends, so the true purpose of the bill is not to make the policy work but a lowly political tactic to divide the people."

Yoon lamented, "If the lawmakers were merely ignorant but had good intentions, they should have carefully reviewed and gathered wisdom during the deliberation process to ensure a smooth landing in the complex rental market," adding, "However, the ruling party passed the bill by a rush vote without even forming a review subcommittee. How do they intend to bear this sin?"
