Park Su-young: "Democratic Party's outrage at the level of constitutional violation... Fails to follow even the minimum National Assembly Act procedures"
[Asia Economy Reporter Lee Ji-eun] Park Soo-young, a member of the Future United Party, criticized the ruling coalition's unilateral submission and passage of standing committee bills as "a level of constitutional disruption."
On the 29th, Park stated on Facebook, "Even during the military regime, this did not happen," and pointed out, "Eleven real estate-related bill amendments were passed in half a day, but regardless of the content, these flawed bills did not even follow the minimum parliamentary procedures."
He said, "They submitted and passed bills without the 15-day deliberation period stipulated in Article 59 of the National Assembly Act. Some bills were even submitted on the same day," and criticized, "When there are multiple amendments to the same law, they should be consolidated and submitted as a single bill to the Legislation and Judiciary Committee and the plenary session, but this was completely ignored, and the Blue House's newly sent bills were submitted and passed."
Park also criticized, "According to Article 58 of the National Assembly Act, bills and expert committee review reports should be distributed to affiliated members at least 48 hours in advance, but this procedure was not followed in yesterday's outrage," adding, "For example, in the case of the Public Administration and Security Committee, the expert committee review report was distributed only the day before."

He continued, "Bills were passed without substitute debates and referral to subcommittees as stipulated in Article 58 of the National Assembly Act," and added, "The Democratic Party claims that because the subcommittee was not formed, the bills were directly submitted to the standing committee, but the subcommittee formation plan had already been agreed upon, yet the subcommittee was intentionally not formed."
