National Military Noise Damage Compensation Council Holds Public Hearing on Fair Compensation
[Asia Economy Honam Reporting Headquarters Reporter Yoon Jamin] Gwangsan District, Gwangju Metropolitan City (District Mayor Kim Samho) announced that the 'Local Government Council for Compensation and Resident Support for Military Noise Damage,' consisting of 16 local governments nationwide, held a 'Public Hearing for Realizing Fair Compensation for Military Noise Damage' on the 21st.
This public hearing was co-hosted by the Military Noise Damage Council and the members of the National Assembly from the relevant local governments.
The event urged that the enforcement decree and enforcement rules under the Military Noise Compensation Act, enacted last November, be aligned with compensation and support for damages caused by civilian airports to ensure fair compensation for affected residents.
About 200 residents from cities, counties, and districts nationwide suffering noise damage from military facilities attended, with senior research fellow Kang Moonsoo from the Korea Legislation Research Institute serving as the chair. Presentations were given by Lee Junho, deputy general manager of Korea Airports Corporation, and Park Younghwan, president of the Korea Aircraft Noise Association.
Furthermore, members of various local councils participated as discussants, offering diverse opinions.
Before the discussion, the 16 heads of organizations belonging to the Military Noise Damage Council and members of the National Assembly adopted a joint statement urging the establishment of laws ensuring fairness in compensation and support for civilian aviation, and signed a petition.
This petition will be delivered to the Ministry of National Defense by Pyeongtaek City as the representative.

Kim Samho, mayor of Gwangsan District and vice chairman of the Military Noise Damage Council, said, “For over half a century, residents suffering from military noise damage have had their fundamental rights severely infringed upon in the name of national security. We will closely cooperate with local governments and National Assembly members belonging to the Military Noise Damage Council to ensure that affected residents receive fair compensation through relevant laws.”
