View original image[Asia Economy Reporter Kim Ga-yeon] Former Dongyang University professor Jin Joong-kwon raised his voice of criticism regarding the High-ranking Officials' Crime Investigation Unit (HCIC), which is scheduled to launch on the 15th, saying, "It might have had some meaning during President Roh Moo-hyun's era, but now I don't know what meaning it has. Is it the president's retirement insurance?"
On the 6th, Jin wrote on his Facebook, "There is a big fuss around it, but after some time passes, we might realize what a pointless fight this all was and feel empty," expressing his opinion.
He said, "Although the prosecution is said to have absolute power, in fact, the HCIC also holds all that power," and strongly criticized, "Where does the confidence come from that the HCIC will be more neutral and independent than the existing prosecution? After all, the head of the HCIC will be appointed as a loyalist or a person from Hyoja-dong by the president."
He continued, "When the HCIC is launched, the first target might be Prosecutor General Yoon Seok-youl, as they say. And the second target might never come out," pointing out, "Because corruption comes from power, power is held by themselves, and their philosophy is that pro-Moon factions are never punished."
Jin added, "Once the HCIC is established, after completing the task of ousting Prosecutor General Yoon, it will likely become an organization with nothing to do, or rather, an organization that should not work," and claimed, "It might be a tax-eating hippo. Looking at what Seoul Central District Prosecutor Lee Sung-yoon is doing, it’s clear how the prosecution will change in the future."

Earlier, on the 1st, Jin criticized on his Facebook, "The prosecution has been completely dominated by the regime. The HCIC has long since become the president's retirement insurance," and said, "The highest national task is aligned with the president’s safe retirement."
Jin said, "The Moon administration will be recorded as a regime that spent its five years in power preparing for the president’s safe retirement. It’s not hard to understand. It’s a regime born from the trauma of President Roh’s death," and added, "The nullification of the electoral system was ultimately to secure a stable majority in the legislature, and ousting the prosecutor general and establishing the HCIC aim to paralyze investigative agencies so that power corruption investigations cannot be conducted."
He continued, "In the end, all of this is focused on the president’s retirement security," and claimed, "Everyone is wearing armbands and enforcing the president’s security law. What on earth did they do to be so anxious?"

He concluded, "At this point, a social grand agreement through bipartisan compromise seems necessary to ease their fear. We will secure the president’s retirement, so please stop destroying the country’s system."
