[Asia Economy Reporter Jong-il Park] Yeongdeungpo-gu (District Mayor Chae Hyun-il) has attracted attention by implementing a significant promotion personnel move that considers lower-ranking employees in the decisions regarding promotions and other personnel matters for the second half of the year.
On the 11th and 18th, the district held personnel committee meetings and approved the promotion of a total of 162 people (2 at grade 4, 8 at grade 5, 27 at grade 6, 58 at grade 7, and 67 at grade 8).
The number of promotions this time exceeds twice the average number of 70 promotions during regular personnel appointments over the past 10 years in the district. In particular, the number of promotions for lower ranks, grade 7 and below, is 125, accounting for nearly 70% of the total.
This was carried out to boost the morale of employees who have been working hard on the front lines, such as responding to the novel coronavirus disease (COVID-19). To consider the lower-ranking employees who work quietly and diligently, Yeongdeungpo-gu adjusted the local government personnel quota in the first half of 2020, expanding the range of promotion candidates for grade 7 and below.
Additionally, for small job categories such as drivers, tax, and social welfare, the quota for grade 6 managers was also increased to resolve employee dissatisfaction caused by promotion bottlenecks.
Along with this, since the launch of the 7th elected term, the district has promoted personnel innovation plans under the slogan “Open Yeongdeungpo,” focusing on “Integrity, Performance, and Harmony,” accelerating transparent personnel management and nurturing talents who will carry the future of Yeongdeungpo.
Efforts are being made for rational organizational management through organizational analysis and diagnosis, operation of a regular personnel counseling system, fair and just personnel evaluations, formation of capability-centered dedicated teams, and performance-based transparent personnel operations such as personnel transfers and placements.
In particular, a group-based transfer allocation system was introduced, dividing all district office departments into three groups according to work tendencies and employee preferences, and requiring that at least one-third of grade 6 and below officials be transferred between groups during regular personnel transfers.
The purpose is to minimize personnel transfers between preferred departments, activate personnel transfers among field and project departments, promote feedback effects, and improve individual job competencies through balanced job experience.
The district plans to continue operating an organization that produces results satisfying residents through regular organizational restructuring and manpower structure assessment to actively respond to changing administrative demands.
