Gwangju City Approves Candidates for Promotion in the Second Half of the Year
3rd Grade 3 People, 4th Grade 12 People, 5th Grade 29 People, Total 141 People
[Asia Economy Honam Reporting Headquarters Reporter Park Seon-gang] Gwangju Metropolitan City held a personnel committee meeting on the 25th and approved the promotion of a total of 141 people to fill vacancies due to retirement and honorary retirement: 3 people at grade 3 (including 1 promoted to director position), 12 people at grade 4 (including 2 acting positions and 1 promoted to department head position), 29 people at grade 5, 34 people at grade 6, 32 people at grade 7, and 31 people at grade 8.
Additionally, due to further promotion factors arising from leave of absence and transfers, on June 29th, 2 people at grade 5 (1 in Broadcasting and Communications, 1 in Computer Science) and 1 person at grade 6 (Chemical Engineering) are scheduled to be promoted.
This promotion personnel decision is based on the personnel principles of the 7th elected administration focusing on ‘work and performance.’ Basically, for grade 4 and above, abilities as managers, leadership, and organizational contribution were comprehensively considered, while for grade 5 and below, the objective evaluation criteria of the promotion candidate list ranking were respected. However, some individuals who devoted themselves to organizational development and achieved results in current tasks were selectively promoted.
In particular, candidates from departments that took the lead in resolving COVID-19, including the ‘Health Research Officer’ (grade 3 or 4) who played a significant role in early establishment of the COVID-19 testing system to prevent the spread in our region, as well as those involved in quarantine facility operations, quarantine measures, disaster relief fund support, overall COVID-19 planning, and supplementary budgets, were promoted in large numbers.
Furthermore, key performers in major city administration issues of the 7th elected administration, such as the private park special project, job creation and artificial intelligence industry promotion, and construction of Urban Railway Line 2, were selected to strengthen the driving force of city administration. In addition, to boost morale among employees of the Waterworks Headquarters, researchers from the Water Quality Research Institute and specialists in water purification and financial accounting who contributed to enhancing expertise in waterworks operations were included among the promoted.
Moreover, employees who were included within the first multiple of the promotion candidate list during the first half of 2020 but were not promoted at that time were given preferential treatment in this promotion to foster organizational harmony.
A Gwangju city official stated, “Following the transfer personnel appointments for grade 4 and above at the director and department head level on the 3rd of next month, we will complete the transfer personnel appointments for grade 5 and below by the 17th, ensuring that the core projects of the 3rd year of the 7th elected administration proceed with momentum.”

He added, “Transfer personnel appointments will reflect the preferred departments registered in the hope personnel system as much as possible, prioritizing personnel innovation in the Waterworks Headquarters. Meanwhile, the recommendation system by directors and department heads based on the hope personnel system will be abolished. Instead, for grade 5 and above, opinions will be gathered under the mayor’s leadership, and for grade 6 and below, under the administrative vice mayor’s leadership. For employees subject to the sunset policy on preferred departments announced three years ago, their wishes will be identified and reflected through interviews and other means. Through appropriate transfer personnel appointments, we will strengthen organizational harmony and capabilities.”
