On the 19th, Daegu City officially confirmed Lee's expression of intention to resign and disclosed the results of a special investigation conducted in February.
The special investigation confirmed internal disorder within the promotion agency, but the delay in personnel action until now was explained by Daegu City as a policy decision considering the work gap caused by the coinciding outbreak of the novel coronavirus infection (COVID-19) and the preference for a voluntary resignation rather than a punitive dismissal.
Following Lee's resignation declaration, the appointing authority, the Deputy Mayor for Economic Affairs of Daegu City (Chairman of DIP), will process the resignation letter. Currently, Deputy Mayor for Economic Affairs Lee Seung-ho has also expressed his intention to resign, so the resignation processing and the appointment procedure for the successor director are expected to take place in early July after a new Deputy Mayor for Economic Affairs is appointed.
The investigation at that time revealed that the abuse of lawsuits against employees, unfair dismissal from positions, and the tyranny of being ordered to stay at home were all factual. Regarding matters related to employee recruitment and procedures by the personnel committee, distrust toward the current DIP director, which is widespread in the local community and within the organization, as well as discord within the organization and a significant decline in work efficiency, were also confirmed.
Many businesspeople, including the chairman of the Daegu-Gyeongbuk ICT Industry Association, expressed opinions that the current director avoided meetings with businesspeople and ignored their official requests. Regarding follow-up measures due to the vacancy of the director position, Daegu City plans to prepare a management normalization plan by thoroughly reviewing various options such as 'director recruitment' or 'dispatching public officials.'

A Daegu City official stated, "Although all the operational disorder of Director Lee was confirmed to be true, the action was delayed for several months due to the COVID-19 situation," adding, "In the worst case, dismissal was considered, but it was taken into account that no specific violation of statutory law was committed."
