North Korea's Kim Yo-jong Launches All-Out High-Intensity Verbal Assault on South Korea... Including "Seoul Bulbada" Threat
Following North Korea's unilateral demolition of the Kaesong Inter-Korean Joint Liaison Office, on the 17th it announced its intention to effectively nullify the September 19 Inter-Korean Military Agreement by deploying military units to the Mount Kumgang Tourist Zone and Kaesong Industrial Complex, and resuming military exercises in the West Sea area. In particular, Kim Yo-jong, First Deputy Director of the Workers' Party Central Committee, launched a harsh verbal assault directly targeting President Moon Jae-in, while North Korean media revived the 1994 "Seoul will be a sea of fire" remark.
On this day, North Korea released a series of statements including Kim Yo-jong's address, a statement from the spokesperson of the General Staff of the Korean People's Army, a statement from Jang Kum-chol, head of the United Front Department, and a commentary from the Korean Central News Agency, initiating an all-out, ultra-high-intensity pressure campaign against South Korea.
The spokesperson for the General Staff of the Korean People's Army announced in a statement titled "Our military will thoroughly guarantee all domestic and foreign measures taken by the Party and government militarily" the following measures: deployment of military units to the Mount Kumgang Tourist Zone and Kaesong Industrial Complex; redeployment of guard posts (GPs) in the Demilitarized Zone (DMZ) from which troops had withdrawn; resumption of military exercises in the West Sea; and military support for leaflet (pamphlet) distribution targeting the South.
Accordingly, Kaesong and Mount Kumgang, which symbolized inter-Korean peace and cooperation in the 2000s, now face the risk of becoming arenas of military confrontation. The restoration of GPs within the DMZ and plans to resume training across the front line effectively represent the nullification of the September 19 Inter-Korean Military Agreement, considered the Moon Jae-in administration's greatest achievement. With warnings of artillery unit deployment and shelling near the West Sea, military clashes between the two Koreas are anticipated, raising concerns over heightened tensions on the Korean Peninsula. The Korean Central News Agency referenced the "Seoul will be a sea of fire" comment in its commentary, warning that "even more terrible threats may be inflicted" and that "(South Korea) must be prepared to bear the consequences."
Meanwhile, in her statement, Kim Yo-jong harshly criticized President Moon's remarks on the 20th anniversary of the June 15 North-South Joint Declaration, describing them as "shameless and brazen content, like drinking plain water but feeling indigestion," and expressed severe disapproval.
She condemned President Moon with strong language, calling his remarks "self-excuses and evasion of responsibility," "consistently full of excuses and tricks," saying "listening to the speech made me feel nauseous without realizing it," and describing him as "a person who arouses increasing bewilderment the more one sees."

North Korea, citing Kim Yo-jong, revealed the South Korean Blue House's proposal to send a special envoy to North Korea and stated that it had rejected the offer. North Korea unilaterally disclosed South Korea's special envoy proposal, labeling it as President Moon's "special envoy dispatch play for crisis management," and dismissed it as an "absurd proposal."
