Seoul City Improves Convenience for Public Project Participants... Text Notification Service for Entire Contract Process
Customized Guidance on Required Information Such as Time and Documents for Each Stage of All Ordered Projects
[Asia Economy Reporter Jo In-kyung] The Seoul Metropolitan Government announced on the 17th that starting next month, it will introduce a 'text notification service' that provides essential information at every stage of the contract process to companies and businesses participating in all public contract projects commissioned by the city, including various construction works and events.
From contract signing to payment, and issuance of performance certificates after project completion, participants will be able to receive real-time text messages containing all necessary information such as required documents and processing times at each stage.
The city aims to improve convenience for public project participants by guiding them through the complex and difficult contract procedures, and to enable faster and more accurate handling of related tasks. Previously, contract officers individually provided guidance via email, phone calls, or texts, which sometimes led to missing information or participants having to contact multiple times regarding contract progress.
Accordingly, the city has built a system that can send standardized text messages with detailed guidance for each contract stage, which is currently being piloted. From July, this will be applied to all contract projects commissioned by the Seoul City Hall and its business offices.

Kim Myung-joo, Director of the Seoul Metropolitan Government’s Finance Division, said, "We hope that the text notification service for public contract participants will not only benefit participating companies and businesses but also reduce the workload of city employees in charge of contract tasks, thereby enhancing the quality of administrative services provided to citizens."
