Gwangju City Ensures Completion of Administrative Procedures for 'Long-term Unexecuted Urban Planning Facilities Sunset Policy'
Preparation for Implementation Plan Approval and Effectiveness Notice Ahead of July 1 Expiration
[Asia Economy Honam Reporting Headquarters Reporter Park Seon-gang] Gwangju Metropolitan City announced on the 15th that it is accelerating the completion of related administrative procedures, such as obtaining implementation plan approvals and preparing for the effective announcement before the enforcement of the ‘Sunset Clause on Long-term Unexecuted Urban Planning Facilities,’ which will be implemented for the first time on the 1st of next month.
The sunset clause on long-term unexecuted urban planning facilities is a system whereby if a project for a facility designated as an urban planning facility by the state or local government is not executed within 20 years from the date of designation, the designation loses its effect. This system will be enforced starting July 1 of this year.
Accordingly, Gwangju City has been working to establish phased execution plans and financial plans for urban planning facilities to resolve unexecuted facilities.
In particular, in addition to city funds, the city has actively secured resources through the Land Bank System and the Private Park Special Project, making efforts to execute projects. This has laid the groundwork for continuously promoting essential infrastructure projects such as roads and parks that have a significant impact on citizens’ lives.
Along with this, the city and the five autonomous districts have been actively proceeding with the implementation plan approval process for essential execution facilities since the end of last year. As of the 16th, for roads, 653 sites (1.5㎢) have been canceled, and 49 sites (0.35㎢) have received implementation plan approval; for parks, 23 sites (0.5㎢) have been canceled, and 27 sites (7.3㎢) have received implementation plan approval.
By July 1, an additional 50 sites (0.45㎢) including roads and parks will complete implementation plan approvals to resolve unexecuted facilities within the jurisdiction.
Furthermore, the city plans to announce the expiration of long-term unexecuted urban planning facilities that are realistically difficult to execute or unreasonable within this month, and reflect this in the land use information system to protect citizens’ private property rights and enable rational land use and management.
Lee Sang-bae, Director of the City Urban Regeneration Bureau, stated, “Among the seven special and metropolitan cities, Gwangju has a relatively high execution rate of urban planning facilities. We are thoroughly preparing for the sunset clause by pre-maintenance and effective preparation, which will minimize confusion and side effects caused by the system’s enforcement. We will do our best in the remaining period to respond through implementation plan approvals and expirations, accurately provide citizens with updated urban planning facility information, protect private property rights, and ensure systematic establishment and enforcement of Gwangju’s urban management plans.”

Meanwhile, as of the end of 2018, Gwangju’s urban planning facility execution rate was 87%, which was superior compared to the national average (84%) and other special and metropolitan cities such as Seoul (83%) and Busan (72%).
