Gwangju Nam-gu Implements 'Local Tax Free Proxy System' to Protect Taxpayers
[Asia Economy Honam Reporting Headquarters Reporter Park Seon-gang] Nam-gu, Gwangju Metropolitan City (District Mayor Kim Byeong-nae) announced on the 2nd that it will introduce and implement a free local tax agent system that supports tax experts such as tax accountants and accountants for low-income taxpayers who have objections to local tax assessments.
Accordingly, through an agent, services such as legal review, consultation, and supplementation of evidence documents can be used free of charge.
The support target for the free local tax agent system is individual taxpayers whose payable tax amount is up to 10 million KRW, whose owned property including spouse is valued at 300 million KRW or less, and whose comprehensive income amount is 50 million KRW or less.
However, even if the eligibility requirements are met, high-amount habitual delinquents whose payable tax exceeds 10 million KRW or who fall under the exit ban or public disclosure list requirements under the Local Tax Collection Act are excluded.
Residents who wish to use the free local tax agent service can submit an application form along with an objection or a pre-assessment review request form.
After receiving the application, Nam-gu will review the individual taxpayer’s income and property requirements and notify the applicant of the designated agent to perform the objection work within 7 days from the date of receipt.
The designation of the agent to perform the objection work is handled by Gwangju City, and three experts including accountants have been appointed as agents.

A Nam-gu official said, “This system is for taxpayers who want to file an objection after receiving a local tax bill but have difficulties due to lack of knowledge of local tax-related laws or cost burdens,” and added, “We will continue to actively expand tax administration that protects taxpayers’ rights.”
