Four East Coast Cities and Provinces Sign 'Donghae Line Railway Agreement'
Busan, Ulsan, Gyeongbuk, Gangwon ... Agree to Cooperate on Eurasia Railway Network Development on the 27th
[Asia Economy Yeongnam Reporting Headquarters Reporter Kim Yong-woo] On the 27th, four East Sea Rim cities and provinces?Busan, Ulsan, Gyeongsangbuk-do, and Gangwon-do?signed a business agreement at Busan City Hall to promote the mutual development of the Donghae Line and to establish a foundation for developing the Donghae Line as a key transportation network of the Eurasian railway network.
The signing ceremony was attended by Song Cheol-ho, Mayor of Ulsan; Byun Seong-wan, Acting Mayor of Busan; Lee Cheol-woo, Governor of Gyeongbuk Province; and Woo Byeong-ryeol, Deputy Governor for Economic Affairs of Gangwon Province, along with officials from the four cities and provinces.
These metropolitan governments agreed to actively cooperate in realizing the government’s East Asian Railway Community initiative, which implements infrastructure investment and economic cooperation projects centered on the Donghae Line railway, and to jointly strive to expand the Donghae Line railway infrastructure.
This agreement’s joint goal is for the East Sea Rim economic zone metropolitan governments to connect beyond their regions, linking the South and North through the Donghae Line, which serves as the core transportation network forming the framework of the government’s new economic initiative for the Korean Peninsula, the “East Sea Rim Economic Belt,” and the East Asian Railway Community, thereby advancing as a logistics and tourism hub connecting the Eurasian economic zone.
Once the Donghae Line connects with the Trans-Siberian Railway (TSR) through the Trans-Korean Railway (TKR), the East Sea Rim region is expected to grow into a tourism and logistics hub of the Eurasian continent in the new era of cooperation with the New Northern Economy, providing a great opportunity to enhance national competitiveness.
The business agreement includes active cooperation to realize the government’s East Asian Railway Community initiative, which implements infrastructure investment and economic cooperation projects centered on railways, and joint efforts to expand infrastructure to develop the Donghae Line as a key transportation network of the Eurasian railway network.
It also includes activating mutual exchanges between regions, strengthening joint investment and cooperation to utilize the Donghae Line as a northern logistics and tourism hub, continuously discovering joint tasks to lead national development through the Donghae Line’s advancement, making efforts to reflect related projects in national plans, and establishing and operating the “Donghae Line Railway Mutual Development Council” as a stable cooperation channel.

The four cities and provinces plan to petition central government ministries and the National Assembly to convert the Donghae Line railway infrastructure expansion project into a national project for early completion. Notably, the petition includes the “extension promotion of the Donghae Line metropolitan railway project” related to the extended operation of Songjeong Station (tentative name).
