Taxpayers Federation: "21st National Assembly Should Lower High Penalties and Abolish Various Rewards"
Presentation on "7 Lessons Lawmakers Should Learn from the Swedish National Tax Agency Success Story Book"
[Asia Economy Reporter Kwangho Lee] The 21st National Assembly should change the legislative direction of tax law from relying on coercive compliance measures such as high additional taxes and tax evasion rewards included in the current tax law to a 'voluntary compliance strategy' that strengthens the social norm that honest tax payment is right and values trust, according to a recent claim. It was pointed out that high additional taxes should be lowered and more than 1,000 various reward systems, including tax evasion rewards, should be abolished.
It was also argued that 'tax payment' should be understood not simply as collecting taxes but as 'granting rights to taxpayers,' and that legislation should demonstrate that a lower tax burden is not necessarily better.
The Korea Taxpayers Federation announced on the 22nd '7 Lessons Lawmakers Should Learn from the Success Story of the Swedish Tax Agency.'
The Taxpayers Federation introduced, "The Swedish Tax Agency, once the most feared institution in Sweden, has now established itself as the most trusted and beloved service institution in the country," adding, "The 21st National Assembly, which is about to convene, can gain important inspiration to raise the trust in the National Assembly by examining the reform process that the Swedish authority underwent."
The seven measures proposed by the Taxpayers Federation are: ▲ Trust in the National Assembly increases when the right things are done in the right way ▲ Reform of power institutions such as the prosecution, police, and tax agency is a task to increase public trust ▲ If the tax system is unfair, the only way is to amend the law ▲ Tax payment means granting rights to taxpayers, and low taxes are not necessarily good ▲ The strategy should shift from coercive legal compliance to voluntary legal compliance ▲ Prevention is more important than post-collection and arrest ▲ Attitudes should change from arrogant and superior to humble and empathetic.
