Gwangju Nam-gu, Goes All Out to Distribute Emergency Disaster Relief Funds
Dedicated Task Force and Call Center to Be Operated
[Asia Economy Honam Reporting Headquarters Reporter Park Seon-gang] Nam-gu, Gwangju Metropolitan City (District Mayor Kim Byeong-nae) has designated the period until the 30th of next month as an all-out response period to ensure the rapid support of the national emergency disaster relief fund provided to all citizens to overcome COVID-19. They have decided to concentrate all administrative capabilities by organizing and operating a dedicated task force and call center.
According to Nam-gu on the 11th, with the start of online applications for the emergency disaster relief fund for general households excluding basic livelihood security recipients and near-poverty households (offline applications start from the 18th), the dedicated task force, which serves as the control tower for emergency disaster relief fund operations led by Vice Mayor Heo Gi-seok, has also been fully activated.
The dedicated task force consists of 9 members divided into three teams: the general operations team, which prepares Gwangju Sangsaeng Card and other necessities for receiving the emergency disaster relief fund and checks daily progress; the payment decision team, which determines the payment amount and eligibility; and the personnel management team, which manages personnel dispatched and assigned from the main office to 16 neighborhoods.
Additionally, within the dedicated task force, a call center has been established to handle objections and resolve inconveniences related to the emergency disaster relief fund payments, actively responding to any potential civil complaints.
Along with this, Nam-gu has deployed 100 employees from various departments at the main office to the 16 administrative welfare centers in the district.
This is in preparation for residents with mobility difficulties, including persons with disabilities and those hospitalized in nursing hospitals, to apply for the ‘Emergency Disaster Relief Fund Visiting Service’ at the district office or neighborhood administrative welfare centers to receive the emergency disaster relief fund.
Moreover, when residents wish to receive the fund via credit or debit cards, they must apply for the emergency disaster relief fund through the card company’s website or bank counters. However, since residents who are not familiar with using computers or smartphones are likely to flock to the neighborhood administrative welfare centers, personnel have been assigned to alleviate residents’ inconveniences.

A Nam-gu official stated, “Since the application dates and methods vary depending on which card the emergency disaster relief fund is received with and whether the application is made to the card company or the local government, we will actively promote and guide residents to prevent confusion and ensure that the disaster relief fund payments are made promptly.”
