Kaesong Industrial Complex Committee Urges Constitutional Court for Prompt Trial Process

[Asia Economy, reporter Kim Jonghwa] On the morning of May 11, the Emergency Measures Committee of Kaesong Industrial Complex Entrepreneurs held a rally in front of the Constitutional Court, urging a swift trial process for the constitutional complaint challenging the closure of the Kaesong Industrial Complex.
As of May 9, it has been exactly four years since the committee filed the constitutional complaint (2016Hun-Ma364) with the Constitutional Court, seeking a ruling on the constitutionality of the closure of the Kaesong Industrial Complex.
The committee stated, "In December 2017, the Policy Innovation Committee formed by the Ministry of Unification confirmed through an investigation that the complete suspension of the Kaesong Industrial Complex was executed abruptly based solely on the president's unilateral verbal order, without following any of the procedures stipulated by the Constitution or law."
The committee added, "We do not know the reason, but the Constitutional Court continues to delay the trial process. There is no justification for ignoring the desperate appeals of the Kaesong Industrial Complex entrepreneurs and workers, who have been deprived of their property rights and right to livelihood due to the government's unjust actions."
The committee further argued, "Due to the complete suspension of the Kaesong Industrial Complex, the resident entrepreneurs have been suffering day by day. Yet, the Constitutional Court has not even held a public hearing on the constitutional complaint for as long as four years. The unlawful exercise of state power by the Park Geun-hye administration that led to the closure must be legally rectified."

The committee also appealed, "We, the Kaesong entrepreneurs enduring daily suffering on the brink of survival, earnestly call for a prompt trial process."
