At the Supreme Council meeting held at the National Assembly on the morning of the 11th, Floor Leader Kim said, "In President Moon Jae-in's third anniversary national address yesterday, I saw the president's desperate will to overcome the national crisis and his confidence in turning the crisis into an opportunity," adding, "We do not know how big the wave of economic crisis will be. The National Assembly must fulfill its role."
Floor Leader Kim said, "There is no time to wait until the 21st National Assembly," and added, "With a desperate will to protect the lives of the people, we will actively pursue legislation and institutional improvements necessary to overcome the COVID-19 national crisis." He continued, "First, legislation to strengthen the quarantine system is necessary," and said, "The Government Organization Act must be amended to elevate the Korea Disease Control and Prevention Agency and introduce a multiple vice-minister system. The Public Medical School Act, Immigration Control Act, and School Health Act must also be amended to make the quarantine network more thorough."
He said, "Second, legislation to strengthen the social safety net is necessary," and added, "I hope for a bold agreement at the Environment and Labor Committee today." He continued, "A revolutionary expansion of employment insurance and the implementation of the National Employment System require the passage of the Employment Insurance Act and the Job-Seeking Promotion Act." He also said, "Legislation to eradicate digital sex crimes, the amendment to the Tax Accountant Act, and the Past Affairs Act related to the Brothers Home must also be resolved by the 20th National Assembly."

Floor Leader Kim said, "Although it seems tangled like a skein, I believe that if the ruling and opposition parties communicate and negotiate, these bills can be easily resolved," and added, "I believe the opposition party's intentions are not different from ours. This is the last chance for the ruling and opposition parties to unite their efforts so that the livelihood bills postponed by the 20th National Assembly can be passed."
