Private Sector 'Zero Energy Building' Mandate Promotion... Ministry of Land and Ministry of Industry MOU
[Asia Economy Reporter Moon Jiwon] The Ministry of Land, Infrastructure and Transport and the Ministry of Trade, Industry and Energy have agreed to cooperate in reducing energy consumption in buildings. The two agencies plan to promote related procedures to make 'zero-energy buildings' mandatory in the private sector starting in 2025.
On the 11th, the Ministry of Land, Infrastructure and Transport and the Ministry of Trade, Industry and Energy announced that they signed a "Memorandum of Understanding (MOU) for Energy Reduction in the Building Sector" at the Government Sejong Complex.
Through this MOU, it is expected to bring the improvement of energy efficiency in the building sector, which accounts for about 17% of total energy consumption, and the achievement of the "2030 National Greenhouse Gas Reduction Target" closer.
According to the agreement, the two ministries will closely cooperate to review joint operation systems related to building energy efficiency as well as systems and projects operated by each ministry, and to prepare related improvements and collaboration plans.
The two agencies will enhance the effectiveness of energy performance improvement projects and make full preparations to expand the mandatory application of zero-energy buildings in the private sector from 2025.
Zero-energy buildings are structures that maximize insulation performance to minimize energy load and minimize energy demand through renewable energy production such as solar power.
The Ministry of Land, Infrastructure and Transport and the Ministry of Trade, Industry and Energy plan to form and operate a "Building Energy Innovation Solution Task Force (TF)" to achieve tangible results. The TF will include related organizations such as the Korea Energy Agency, Korea Land and Housing Corporation, Korea District Heating Corporation, and Korea Institute of Civil Engineering and Building Technology.

Kim Sang-moon, Director of Building Policy at the Ministry of Land, Infrastructure and Transport, said, "2020 was the year when zero-energy buildings became mandatory in the public sector," adding, "This MOU with the Ministry of Trade, Industry and Energy is significant in that it prepares for the expansion of mandatory zero-energy buildings in the private sector by 2025."
