Jeonbuk Province Writes a New Chapter in the Carbon Convergence Industry
Establishment of Comprehensive Plan and Preparation of Promotion Plans Including Designation of Regulatory Free Zones
[Asia Economy Honam Reporting Headquarters Reporter Kim Tae-in] Jeonbuk Province has decided to write a new chapter in the carbon convergence industry by preparing a concrete roadmap to build an ecosystem and strengthen the structure of the carbon convergence industry following the passage of the Carbon Materials Act amendment in the National Assembly.
On the 4th, Jeonbuk Province announced a promotion plan for the carbon convergence industry, which is the future food source for Jeonbuk and South Korea for the next 100 years, including establishing a comprehensive plan for fostering the carbon industry and promoting the designation of a carbon convergence regulatory free zone.
Following the passage of the Carbon Materials Act amendment in the National Assembly, which focuses on establishing a comprehensive national carbon industry policy, the importance of the carbon convergence industry, which had been promoted only at the regional level, has been recognized and will now be systematically promoted at the national level.
Accordingly, Jeonbuk Province plans to further strengthen the structure of the carbon convergence industry by completing the industrial ecosystem that connects material production, intermediate goods, parts (composites), and finished products.
In addition, there is a positive sign that the Korea Carbon Convergence Technology Institute, which has led the carbon industry in Jeonbuk and South Korea, may be designated as the Korea Carbon Industry Promotion Agency, the national control tower for strengthening global competitiveness and fostering future growth industries, and Jeonbuk Province plans to expedite this process.
In particular, Jeonbuk Province plans to establish a comprehensive plan for fostering the carbon industry (2020?2024, five years) by the end of this year to prepare a mid- to long-term plan for the carbon material convergence industry and strengthen the ecosystem structure of the carbon material industry.
The comprehensive plan for fostering the carbon industry will concretize the vision and development strategy of Jeonbuk's carbon industry announced in August last year and present a roadmap for projects to be carried out over the next five years, as well as discover and promote tasks.
Furthermore, including the Jeonju Carbon Specialized National Industrial Complex designated in September last year, Jeonbuk Province plans to attract related companies and create an ecosystem so that the entire cycle of the carbon industry can be carried out within the Jeonbuk research and development special zone area.
Jeonbuk Province plans to promote the designation of a carbon convergence regulatory free zone (June 2020 to May 2024, 2+2 years), led by the Ministry of SMEs and Startups, to expand the application fields of domestically produced carbon fiber and establish demonstration standards for various applied products.
If the safety and excellence of applied products using carbon convergence materials are demonstrated, it is expected that the ecosystem of the carbon industry will be created through the launch and activation of various applied products using domestically produced carbon fiber.
Jeonbuk Province has already submitted an application and business plan for the designation of the regulatory free zone to the Ministry of SMEs and Startups, and after expert review and consulting, it is expected to be finally designated as early as the end of June.
Along with promoting a concrete roadmap to become the capital of South Korea's carbon industry, Jeonbuk Province plans to foster the carbon convergence industry by having the Korea Carbon Convergence Technology Institute (Foundation), a specialized institution related to carbon materials, designated as the Korea Carbon Industry Promotion Agency according to the revised law.
The institute succeeded in developing medium-performance carbon fiber in 2010, and in 2013, together with Hyosung, launched the world's third T-700 grade carbon fiber. It holds numerous original technologies through international joint research and possesses excellent research personnel and equipment.
During Japan's export restrictions in August last year, the institute was recognized for its policy functions by jointly responding with the government regarding policies in the carbon materials field, solidifying its position as the nation's only specialized carbon materials institution, making the designation as the Korea Carbon Industry Promotion Agency likely to proceed smoothly.
