Yeongdeungpo-gu, Full Closure of the Back Road of the National Assembly (Yeouido Spring Flower Road)
April 1-11 Traffic Restrictions, April 2-10 Pedestrian Path Closures... Proactive Community Infection Prevention
[Asia Economy Reporter Park Jong-il] Yeongdeungpo-gu (District Mayor Chae Hyun-il) has decided to start traffic control on Yeouiseo-ro Spring Flower Road (behind the National Assembly building) from April 1st and to completely close the pedestrian walkway.
This is a follow-up measure after the cancellation of the 2020 Yeongdeungpo Yeouido Spring Flower Festival (hereinafter referred to as the Spring Flower Festival) on the 10th.
The Yeouido Spring Flower Road, including Yeouiseo-ro, is a representative tourist destination in Yeongdeungpo visited annually by residents as well as domestic and international spring visitors. Last year, it attracted 5.2 million tourists. Despite the cancellation of the Spring Flower Festival, it is expected that crowds of spring visitors will flock to Yeouido when the blooming season arrives in April.
Accordingly, the district has decided to fully close the 1.6km spring flower road on Yeouiseo-ro from the National Assembly Gate 3 to the southern end of Seogang Bridge, controlling both traffic and pedestrian routes, and is rolling up its sleeves for ‘Spring Flower Social Distancing.’
Traffic control will be implemented for 11 days from April 1st to 11th.
The pedestrian walkway will be closed from April 2nd to 10th.
The district will cooperate with Yeongdeungpo Police Station and related organizations, mobilizing about 3,000 personnel to designate the entire Yeouido outer area of approximately 6.8km, including the closed Yeouiseo-ro, as management zones graded from level 1 to 3, and will assign safety and order personnel at key points.
The Yeouiseo-ro section (1.6km) will be a controlled management zone where both the roadway and sidewalks are completely blocked, and access by visitors will be monitored. The 200m radius area around Yeouinaru Station adjacent to Hangang Park will be designated as a level 1 management zone with a special management plan for intensive control. Other sections will also have order personnel assigned, with patrols and enforcement conducted.
The district will install mounted hand sanitizers on fences and railings along Yeouidong-ro, which connects the National Assembly building, Yeouinaru Station, and the 63 Building, and will patrol twice daily in the morning and afternoon to promote infection prevention and inform residents about the Yeouiseo-ro control situation. Patrols will also be conducted on the Yeouiseo-ro pedestrian section to prevent unauthorized entry into the closed area.
In addition, the district will intensively crack down on violations of basic order such as illegal street vendors and unauthorized parking, strengthen disinfection and sanitation, and operate a special management system to maintain street cleanliness and prevent safety accidents.
Earlier, as a preemptive measure to block community infection, the district fully canceled the Spring Flower Festival on the 10th for the first time in 16 years, and plans to maintain basic order functions such as cleaning, parking, traffic, and street vendor control around Yunjung-ro in preparation for future spring visitor visits.

Chae Hyun-il, Mayor of Yeongdeungpo-gu, said, “Following the cancellation of the Yeouido Spring Flower Festival for the safety and lives of residents, we have decided to fully close the Yeouido Spring Flower Road,” and added, “We ask for wide understanding that ‘Spring Flower Social Distancing’ is an unavoidable measure to block community infection and end the COVID-19 crisis.”
