Hwachun-gun Governor Guchungon Announces Comprehensive Measures Including Emergency Living Expense Support Statement
'Cash-equivalent direct support' principle... Plan to distribute via local currency next month
[Asia Economy Honam Reporting Headquarters Reporter Kim Young-gyun] Gu Chung-gon, the governor of Hwasun-gun, Jeollanam-do, announced on the 26th through a statement that he has established an 'emergency disaster livelihood support fund' based on the principle of 'cash direct support' to help vulnerable groups and small business owners struggling due to COVID-19.
Governor Gu said, "We are now facing a more serious and urgent situation than ever before," adding, "It is a time when swift and unprecedented extraordinary measures are needed."
He continued, "At this moment, expanding cash direct support rather than indirect support is a more urgent and effective measure," and stated, "We will actively assist vulnerable groups and small business owners by investing 14.8 billion KRW from the county's own budget."
He also said, "A total of 10.6 billion KRW will be provided as 'emergency living expenses' to low-income vulnerable groups, with up to 1 million KRW per household," and added, "The support targets will be 10,620 households with an income below 100% of the median income, excluding those already receiving government livelihood support."
Furthermore, he said, "We will provide a total of 4.2 billion KRW in 'business stabilization funds' to small business owners facing management difficulties due to reduced consumption," and explained, "Among the 5,143 local businesses, 4,221 small businesses including micro-enterprises and self-employed will be eligible for support."
He added, "The emergency livelihood support fund will have simplified payment procedures and will be distributed within April if possible," and said, "It will be paid using Hwasun Love Gift Certificates, which can only be used in our region, to promote local consumption and foster a virtuous cycle in the local economy."
He also explained the 'Comprehensive Measures to Revitalize the Local Economy' in response to the prolonged COVID-19 pandemic.
Governor Gu said, "About 20.4 billion KRW will be invested in the comprehensive measures, of which 19.4 billion KRW is support funds and 1 billion KRW is for reductions," emphasizing, "We will prepay 1.2 billion KRW in wages for senior citizen jobs that have been suspended for two months, and fully execute 5.7 billion KRW in public interest allowances for farmers and fishermen in the first half of the year."
He continued, "As a part of shared pain, we will reduce and support public charges and rents such as public building and traditional market rents, water and sewage fees, and agricultural machinery rental fees," and explained, "To recover the stagnant livelihood economy, we will immediately implement support measures such as purchasing flowers and agricultural products from flower farmers, and increasing public jobs and employment."
He also said, "The Hwasun County Council has agreed to handle the supporting ordinances and budget at the extraordinary session on the 27th to ensure timely implementation of these measures," expressing deep gratitude to Chairman Kang Soon-pal and the council members for their active cooperation.
