[Asia Economy Reporter Park Hyesook] Jo Joobin (24), who is accused of producing and distributing female sexual exploitation materials, volunteered at childcare centers and other facilities in the Incheon area during the period he operated the 'Doctor's Room,' prompting the Incheon city government to begin verifying whether children at these facilities were victims.
According to Incheon city on the 25th, Jo volunteered at a total of five locations, including two childcare centers, a rehabilitation center, a comprehensive welfare center for the disabled, and a daytime care center for the disabled, from October 2017 until last month.
He volunteered the most at the daytime care center for the disabled, with 19 sessions totaling 84 hours, and altogether volunteered 55 times for 231 hours at these facilities.
This period overlaps with the time Jo operated the Doctor's Room on the internet messenger Telegram. Police investigations revealed that Jo ran the Doctor's Room from December 2018 until recently.
While committing crimes by threatening minors and women to produce sexual exploitation materials and selling them to men for money, he showed a double face by continuing to volunteer at childcare centers until recently.
Incheon city is investigating whether there are any victims among the users and children of the facilities where Jo volunteered in connection with his crimes.
As a first step, the city confirmed that among 10 residents of the rehabilitation center and 8 children who left the childcare centers in the past two years, none were found to have been harmed by Jo.
The city plans to continue a thorough investigation of the five facilities for any violations of laws such as child sexual abuse by Jo and will report findings to investigative authorities. Additionally, a comprehensive inspection of childcare facilities in the region will be conducted to investigate any violations of children's rights.
Jo was arrested by police on the 19th on charges of operating the Doctor's Room on Telegram, luring victims with part-time job offers, coercing them into sending nude photos showing their faces, producing sexual exploitation materials, and distributing them in the chat rooms (violations of the Act on the Protection of Children and Juveniles Against Sexual Abuse, etc.).
