Additionally, soldiers (including those subject to enlistment) and police officers who can vote early but reside within military bases or units and cannot receive election brochures of political parties or candidates delivered to each household can apply to the election commission during the same period to receive the brochures by internet, mobile, or in writing.
Voters who move their residence due to relocation must complete their change of address registration by the 24th to vote at the polling station of their new address on election day.
Those eligible to apply for absentee voting include ▲ persons unable to move due to severe physical disabilities ▲ persons residing in hospitals, nursing homes, detention centers, prisons, or jails ▲ soldiers or police officers working in military bases or ships located too far from early voting stations or polling stations to vote in person ▲ persons living on remote islands as defined by the Central Election Commission regulations.
Those diagnosed with COVID-19 before the absentee voting application deadline can apply for absentee voting whether they are hospitalized or isolated in a life treatment center or at home.
Applicants for absentee voting must fill out the absentee voting application form and either mail it or submit it in person to the district, city, or county office where they are registered, or to the town, township office, or community service center.
The absentee voting application forms are available at all district, city, and county offices, town and township offices, and community service centers nationwide, and can also be downloaded from the websites of the Central Election Commission and local government offices.
Although the deadline falls on a Saturday, absentee voting applications must arrive by 6 p.m. on the 28th, so if sending by mail, they must be submitted to the post office by the 27th at the latest.
Sailors scheduled to board or currently on board during the early voting period and election day are also eligible to vote.
Sailors on board vessels with Korean nationality captains, including ▲ Korean-flagged deep-sea fishing and foreign passenger and cargo transport vessels ▲ and sailors scheduled to board or currently on foreign-flagged vessels, can vote by submitting a shipboard voting application.
Sailors currently on board use the facsimile (including electronic facsimile) installed on the ship, while those scheduled to board must mail or submit the application form directly to the head of the district, city, or county where they are registered.
Sailors who submitted a shipboard voting application but arrive in Korea before the shipboard voting begins on the 7th of next month and thus cannot vote on board can report this to the local election commission of their district, city, or county and vote at the polling station corresponding to their registered address on election day.
Meanwhile, the Gwangju Election Commission will conduct prevention and crackdown activities before and after the absentee voting application period to eradicate false absentee voting applications and proxy voting.
