Human Rights Commission: "CCTV Recording in Operating Rooms Necessary Upon Patient Request"
[Asia Economy Reporter Jeong Dong-hoon] The National Human Rights Commission has expressed the opinion that it is necessary to record surgical scenes with closed-circuit (CC) TV when requested by patients or their guardians.
On the 17th, the Human Rights Commission decided to express to the Speaker of the National Assembly the opinion regarding the "Partial Amendment to the Medical Service Act," which was proposed by Ahn Gyu-baek, a member of the Democratic Party of Korea, in May last year, stating that "for the protection of public interest such as preventing fraudulent medical practices, it is necessary to record surgical scenes with video information processing devices only when requested and consented to by patients or their guardians."
The amendment to the Medical Service Act mandates the installation of CCTV in operating rooms to secure the right to know for patients and guardians and to ensure the prompt and fair resolution of medical disputes. However, medical associations including the Korea Medical Association have issued statements opposing the bill, arguing that the installation of CCTV in operating rooms treats doctors as potential criminals and infringes on the human rights of medical staff.
The Human Rights Commission stated, "Recently, incidents such as patient death or disability caused by medical accidents during surgery, surrogate surgeries performed by unqualified persons, and sexual harassment of anesthetized patients have frequently occurred in hospitals."

Regarding the necessity of installing and recording CCTV in operating rooms, the Commission cited ▲ the closed nature of operating rooms and the inability of patients under anesthesia to perceive their surroundings ▲ the vulnerable position of patients and guardians in obtaining information about the entire medical procedure, concluding that "establishing the installation and recording of video information processing devices in operating rooms by law is primarily for the protection of public interest."
