Illegal Riding in Bicycle-Only Lanes Reported via 'Seoul Smart Bulpan Shingo' App
From the 12th, additional targets for the citizen reporting system... Fines of 40,000 to 60,000 KRW imposed without on-site verification
[Asia Economy Reporter Jo In-kyung] From now on, citizens who witness illegal acts such as vehicles driving or parking in bicycle-only lanes within Seoul can take photos or videos and report them through the 'Seoul Smart Inconvenience Report' app.
On the 11th, Seoul City announced that starting from the 12th, it will add 'violation of bicycle-only lane usage' to the 'citizen reporting system' under which fines are imposed without on-site verification when citizens report directly via the Seoul Smart Inconvenience Report app.
Seoul City explained that since bicycle traffic accidents have a high potential to cause casualties, they prioritized securing a traffic environment where citizens can safely use bicycles by adding this reporting category.
Bicycle-only lanes differ from bicycle-exclusive roads, which are physically separated from vehicle lanes and sidewalks by barriers or curbs. Instead, bicycle-only lanes are sections of existing vehicle lanes designated exclusively for bicycles through road markings. As of 2019, there are a total of 48 bicycle-only lane routes spanning 55.1 km within Seoul.
If a violation of these bicycle-only lanes is confirmed, a fine ranging from 40,000 to 60,000 KRW will be imposed according to the Road Traffic Act.
According to the Road Traffic Authority, among the total 9,173 bicycle traffic accidents in Seoul from 2016 to 2018, 7,090 cases (77.3%) involved collisions between bicycles and automobiles.
The human damage in bicycle-automobile collisions is also significant: over three years, 82.9% (68 out of 82) of bicycle traffic accident fatalities and 75.3% (7,275 out of 9,657) of injuries were caused by collisions with automobiles.
To report, citizens can take photos or videos showing road markings indicating a bicycle-only lane along with the offending vehicle and upload them to the Seoul Smart Inconvenience Report app. If the reporting criteria are met, fines will be imposed without on-site verification.

Oh Jong-beom, Director of the Traffic Guidance Division of Seoul City, stated, "For bicycles, an eco-friendly mode of transportation, to establish themselves not only as leisure and sports equipment but also as means for commuting and school travel, it is essential to first create an environment where citizens can use bicycles safely." He added, "We ask all citizens to actively participate so that bicycle traffic accidents in the city center decrease and the number of bicycle users increases through the citizen reporting system."
