Introducing PC Off System … Transition from Electronic Government Bureau to Digital Government Bureau
[Asia Economy Reporter Jo In-kyung] The Ministry of the Interior and Safety has decided to reduce the time spent on internal reports and meetings and expand telecommuting for employees. For managers at the section chief level, a 'PC-Off System' will also be introduced, which automatically shuts down PCs as soon as working hours end.
On the 10th, the Ministry announced that it will promote the '2020 Innovation Plan' containing these measures to improve organizational structure, culture, and working methods this year.
First, the organizational structure will be reorganized around digital-centric functions to enable flexible and transparent operations. The existing infrastructure-focused 'Electronic Government Bureau' will be restructured into the 'Digital Government Bureau' by linking and concentrating dispersed data and artificial intelligence-related functions. The 'Information Infrastructure Protection Officer' of the Electronic Government Bureau will be converted into the newly established 'Public Data Policy Officer' of the Digital Government Bureau to form a virtuous cycle structure covering the entire lifecycle from data creation to utilization.
AI-based services such as the 'Intelligent National Secretary' and 'Civil Complaints 365,' which offers 24-hour consultation, will also be intensively developed.
Personnel in declining fields such as office management and facility operations, totaling 31 people, will be reassigned to areas like field services and digital innovation. An emergency response team and venture-type organizations will be formed and utilized to handle urgent issues and challenging tasks.
Additionally, a public participation organizational diagnosis will be conducted targeting the National Forensic Service, providing an opportunity for citizens to directly assess administrative organizations and propose improvement measures.
The Ministry also plans to accelerate innovation in 'organizational culture' through establishing fair administration, activating proactive administration, and spreading an innovative culture.
Through 'visiting personnel counseling services' and 'preliminary meetings,' the fairness of personnel administration will be enhanced. Penalties for those who improperly receive overtime pay or travel expenses will be strengthened by increasing the recovery amount from twice to five times the original amount, establishing a fair administrative culture trusted by all.
Outstanding public officials who achieve results through proactive administration will receive exceptional incentives such as special promotions and the highest grade of performance bonuses in personnel and financial aspects.
By operating 'Ministry of the Interior and Safety Changers' centered on new employees and 'Innovation Leaders' centered on mid-level managers together, a system will be established where creative ideas can lead to innovative policies. Through measures such as the section chief-level PC-Off System and activation of telecommuting, a flexible and efficient organizational culture that allows work anytime and anywhere will be spread.
Innovation in 'working methods' will also be pursued through smart work processing, activation of collaboration, and work diet.
Efforts will be accelerated to create a smart work environment by implementing smart reporting systems, automated search and aggregation programs for simple repetitive tasks, mobile On-Nara electronic approval, and collaborative report writing using web office.
