On the 23rd, Candidate Kim stated in a press release, "In the case of highly contagious diseases like COVID-19, when they spread to local communities and become a pandemic, the shortage of specialized personnel such as pharmaceutical and medical staff and quarantine personnel becomes an obstacle to managing the situation," adding, "To prevent the occurrence and spread of virus-based infectious diseases, a permanent volunteer quarantine system must be established by region."
He cited the establishment of regional volunteer quarantine systems centered on hygiene soldiers, discharged military personnel with nursing (assistant) officer backgrounds, and retired or on-leave pharmaceutical and medical workers as examples.
