Since the process was once halted last year due to a 'illegal bidding' controversy, the participating companies Daelim Industrial, GS Construction, and Hyundai Construction, as well as the Seoul Metropolitan Government, are all focusing on 'fair competition.'
◆Daelim Industrial's 'Maximizing Complex Value' Strategy= Daelim Industrial promised 'clean bidding' through a press release titled 'Hannam 3 District Bid Declaration.' Daelim Industrial stated that it will focus all its capabilities on the core value of 'maximizing the complex value.' A Daelim Industrial official said, "We are preparing to boldly exclude any temporary proposals that could mislead the union members for immediate bidding," adding, "We will take the lead in genuine compliance bidding to prevent further harm to the union members and focus on proposing the best products." He emphasized, "We plan to strengthen our internal review process and thoroughly exclude any slander or negative tactics against competitors to compete cleanly."
Daelim Industrial's promise is a result of being mindful of last year's illegal and overheated competition, which caused the selection of the construction company for Hannam 3 District to be halted once. At that time, the Seoul Metropolitan Government and the Ministry of Land, Infrastructure and Transport referred the illegal actions of the three companies to the prosecution for investigation. Although the prosecution decided not to indict the three companies, initiating the process for re-bidding, public attention remains high. Moreover, as GS Construction was sued for illegal entertainment of union members, suspicions have arisen that overheated competition might repeat during the re-bidding phase.
◆GS Construction to Compete with 'Bid Proposal'= GS Construction also declared that it would not engage in pre- or individual promotional activities, seemingly aware of the controversy. They plan to compete solely through their 'bid proposal.' In a recent text message sent to Hannam 3 District union members, GS Construction stated, "Since the first bid was invalidated, causing project delays and potentially leading to losses of the union members' valuable assets, we believe change is necessary with a sense of responsibility."
◆Hyundai Construction Focuses on 'Technology'= Hyundai Construction also plans to focus on 'technology' rather than benefits. Hyundai Construction announced, "We have completed the commercialization of a household ventilation system that combines air purification and virus sterilization technology for the first time in the world." Hyundai Construction plans to be the first to propose the total solution for ultrafine dust reduction, 'H Clean Alpha 2.0,' to Hannam 3 District. With growing interest in ventilation devices due to the recent spread of COVID-19 and ultrafine dust issues, they aim to differentiate themselves with this technology.

The Hannam 3 District redevelopment union is accepting re-bid applications until March 27. Afterward, a briefing session for union members will be held on April 16, followed by a final selection of the construction company through a union member vote on April 26. To prevent illegal competition at its root, the Seoul Metropolitan Government has launched special management for Hannam 3 District. In cooperation with Yongsan District Office, Seoul will operate an on-site reporting center in Hannam 3 District. Facing strong criticism over reactive measures such as prosecution referrals, they decided to take preemptive action before the bidding war overheats. The on-site reporting center will operate until the construction company is selected. Operating hours are two hours daily (2 PM to 4 PM). Reports outside these hours can be made to the Yongsan District Office.
